Systems Alignment and Consolidation. Much of WRMA's work focuses on working with state and federal agencies to evaluate a program, develop recommendations, and implement system transformation efforts to improve program effectiveness. WRMA's Louisiana Staff Modernization Project helped transform an entire range of statewide programs for the Louisiana Department of Children & Family Services (DCFS) when it reorganized to enhance and integrate delivery of health and human services. XXXX provided a range of support, including consulting on the overall strategy for aligning and consolidating 67 parish offices to 38, as well as replacing 13 existing legacy IT systems with a new integrated system, providing project management, and supporting an extensive business process re-engineering effort. During the transformation, WRMA provided ongoing RFP No: 06-80101500-J “Technical Proposal – Service Category 1: Management Consulting Services” Wellness Research Monitoring Analytics coaching to state executives to help them maintain communication with stakeholders and staff, training on the new processes and systems for staff, and helped staff adjust to new roles and responsibilities. Using customized forms developed by Xxxxxx Xxxx, we interviewed key users in the accounting department and those external to the department, which uses the output from the accounting departments. We re-configured the initial set-up to provide for reports needed but not produced by the accounting system; prepared test reports to ensure that the system is functioning correctly and trained accounting personnel as to the use of the new software. Description of the Outcome: Client improved overall efficiency in the use of the accounting programs, minimized the time involved in annual budget preparation using the new software, and expanded the depth of employee capable of running the system. Systems Alignment and Consolidation. Large-scale systems are critical to the delivery of essential services; even small issues, inefficiencies, large footprints, security concerns, and misalignment can have major impacts on the public and public trust. Our extensive experience includes the aligning and consolidation of both IT and technical resources as well as general program operations (service delivery “systems”), and we have a developed a proven framework to assess and align both that centers on transference, stabilization, transformation and optimization. More specifically, we focus clearly on planning, including the identification of benchmarks, risks, precise requirements, meticulous project management, and a proven implementation approach. In general, our proven method for this type of projects includes:  Create Key Project Management Structures – In addition to our proven project methodology, which in this case can either be PMI or Agile, depending, we cannot — for projects that involve systems alignment and/or consolidation — stress enough the critical role of coordination and communication between agencies and/or staff as well as the development of a governance group. We will develop the framework for these components during the initial phases of a project.  Review Current State (“As Is” Assessment) – We evaluate, document and map current processes (see simple example at right) and systems to gain a thorough understanding of current practices. Our approach is to conceptualize one or more business process models from multiple parts of an organization or across organizations. We then elaborate the business models creating an inventory of business processes with a mapping to systems. As needed, we further decompose business processes and depict them in industry standard business modeling languages (e.g., BPMN). Next is a process of merging business processes where we find like and related processes identifying opportunities for consolidation and alignment followed by a validation process to confirm merged and aligned business processes are correct. The results of business process consolidation and alignment are then applied to systems addressing system specific technology, data and security considerations.
