Consulting on Management Strategy. For the State of Ohio, WRMA provided strategic consulting to help the state consolidate $500M in annual payments in 88 counties to a centralized statewide model, improving payment timeliness, accuracy, and saving more than a million dollars in administrative payments to county agencies. To help agencies build and implement effective management strategies, WRMA works closely with customer leadership to ensure our understanding of each program and prioritization of their goals. This is an important step to successfully build a management strategy for each Florida customer. For every project goal, we determine critical success factors to achieve each goal and the corresponding Key Performance Indicators (KPIs) leadership can use to objectively measure and evaluate progress and results. For example, timely response to stakeholder inquiries and concerns is a typical project critical success factor, while achieving a 98% rate of response within 24 hours may be a decided upon KPI. Our consultants facilitate discussions with leadership to identify risks that may be encountered when pursuing each goal. We then recommend appropriate mitigation strategies and define desired reporting of performance against KPIs. Finally, we collect and analyze performance data, using the analysis to identify those areas where performance can be improved and develop appropriate improvement plans. XXXX has successfully applied our approach for management strategy consulting in service of many federal and state government agencies. Two representative examples of this work are:

What is the overall objective? ▪ The Operational Model – Is there a plan? Will the client’s plan get them where they want to go? What gaps are there? Is the client’s model appropriate for the initiative? ▪ The Offering – What products or services will the client offer? What do the constituents want? ▪ The Implementation – What type of technologies does the client need to implement the plan? Will operations be insourced or outsourced? What key partnerships will the client need? How can the client increase minimize operational costs (effort) while maintaining quality? ▪ The Financial Framework – What are the implementation costs? Operational costs? How will the client need to phase deployment in order to manage costs? Although every consulting engagement is unique, the first step is typically to review any existing client materials, research the current situation and readiness, then work closely with the client to refine the opportunity by either optimizing the solution approach or outlining the details of the implementation strategy, which may include a financial analysis of the initiative. Consulting on Management Strategy. MAXIMUS has extensive experience providing consulting services in the areas of business process management, change management, leadership, customer relationship, organizational design, development, and efficiency consulting for state government agencies and higher education institutions. Our experience encompasses review and recommendations for improving operational processes, information systems/technology, and human resources. MAXIMUS develops specific approaches and tools to help ensure our clients achieve the outcomes they expect. Reorganizing and/or recreating long held business processes and beliefs can be stressful for any organization; and some resistance to change is a natural human response. As a result, we developed a comprehensive organizational management approach and toolset to help our clients manage the people side of organizational change. Our approach enables client agencies to prepare for and manage their business challenges. Business transformation is something a management consultant does with a client, not to a client. It is not about being right or expert, but about defining values and the pros and cons of different approaches and gaining consensus. MAXIMUS has assisted organizations with business process and change management by guiding and assisting, not dictating. We recognize that no outside entity can understand the inner workings of an organization as well as the people who comprise that organization. We acknowledge the institutional knowledge of the staff and we guide project participants in a process that leads to consensus. Where necessary, we escalate to management for decisions that cannot be solved at lower organizational levels. We develop allies and champions for the various initiatives that we are involved with. We create an environment for change that is evolutionary, not revolutionary, by involving staff from the earliest phases of the project. We solicit input from project stakeholders, and we communicate decisions reached and the rationale for those decisions. In conjunction with the change management activities, MAXIMUS assists with identifying core competencies; Knowledge, Skills, and Abilities (KSA) for new functional roles; and a workforce transition plan and training plan to facilitate the transformation to new staff, functions, or job responsibilities.

Much of the leadership are relatively new and are looking for ways to effectively engage their teams and the broader set of personnel throughout the agencies. There is also a need for strategic management support to quickly help formulate plans, take advantage of early wins, improve on solutions, and course-correct where needed. Our management strategy expertise has been applied across federal, state, and commercial clients and has included work with large organizations with myriad organizational objec- tives. Our staff is trained to help our clients take a broad view of any situation and implement a holistic approach to resolve challenges and capitalize on opportunities where they exist. We consider political, environmental, social, and technolog- ical factors, as well as financial and regulatory dynamics. To evaluate internal dynamics, we conduct strengths, weaknesses, opportunities, and threats (SWOT) analyses to reveal areas needing attention or paths of least resistance to achieve strategic goals. We also frequently recommend facilitated exercises and workshops we call Spark Sessions, designed to help our clients engage in new ways of thinking and then converge on goals, strategies, objectives, and measures to monitor progress. Our design-thinking experts are adept at facilitating complex conversations that arrive at practical solutions that can be applied quickly.
