TASKS TO BE PERFORMED. At a minimum, the Contractor shall perform the tasks listed below. 3.1. Identify how interested community members, to include all APS stakeholders, staff, parents, students, parent organizations, key elected officials and business leaders can be involved in developing the criteria for selecting the new Superintendent including desired skills, characteristics and qualifications. The Contractor will be required to meet with each School Board member and others who may be identified, to assess School Board priorities, goals and objectives to assist the School Board in determining and outlining criteria, desired skills, characteristics, and qualifications necessary for selecting the Superintendent. 3.2. The Contractor, in consultation with the School Board, will develop recruitment information about Arlington County, APS and the position itself for prospective applicants and provide a suggested format for the interview process and develop a list of potential interview questions. This information will become the property of APS at the expiration of the Contract. 3.3. Work with School Board and APS staff to provide a detailed work plan and schedule/timeline that meets our hiring timeline objective for the search that includes community involvement while balancing the need for confidentiality of applicants. This plan should include the anticipated involvement of the School Board as a whole. At a minimum, Contractor shall provide surveys deployed in the five (5) core languages of Arlington (Arabic, Amharic, English, Mongolian, and Spanish), which includes the cost of translating the survey into the four additional core languages, at a fee included in the total reflected in Attachment BPricing Schedule & Milestone Payment Plan. 3.4. Identify and propose all steps/aspects of the recruitment process. 3.5. Identify support needed from School Board, APS departments and others to include the Department of Human Resources. This shall include an estimate of the number of meetings, individually and as a group, and the timing of site visits required of the School Board. 3.6. Nationally advertise, prepare and distribute materials, and, from an array of talent sources, actively recruit a diverse pool of highly-effective individuals to become applicants. 3.7. TASKS TO BE PERFORMED. The scope of work will vary depending on the specific assignment but would include one or various of the below deliverables: Management and oversight of project processes • Examines, reviews, processes and records all incoming documents relating to project portfolio; • Communicates directly with UNDP Country Offices (COs), and when necessary, UNDP-GEF Headquarters and Regional Coordination Unit to support project development and implementation; • Ensures compliance with UNDP Financial Regulations and Rules and the Internal Control Framework; • Provides support to COs ensuring that UNDP and Global Environmental Facility (GEF) and/or Green Climate Fund (GCF) guidelines are followed for project formulation and implementation; • Coordinates with the UNDP-GEF financial unit and COs regarding operational and financial aspects of project approval and implementation; • Provides quality assurance in the form of organizing and updating project records, as necessary, in PIMS+ and any other reporting mechanism; • Assists with facilitation and oversight of program implementation and development, including processing of approval letters, assistance with technical and financial clearances, securing relevant signatures, and ensuring quality assurance within digital project files; • Provides quality control and corrective/anticipatory feedback regarding project submissions, contributing to quality and accuracy of project proposals and documents. Monitoring and Evaluation • Monitors project delivery and submission of progress reports; • Ensures the timely collection, data completeness and analysis of relevant surveys and questionnaires including Project Implementation Reports (PIR)/Annual Project Reporting (APR), including review of relevant mid-term and final evaluations. Liaise with relevant COs, project team and/or RTA to ensure correction, completeness and quality of every PIR with due consideration of the PIR quality evaluation criteria, which will be provided; • Assists the RTAs to regularly update project management systems, such as PIMS+, progress reports, project financial performance; • Participates in the preparation of Business Plans, Work Programmes and other activities required for the GEF, GCF and any other donor work; • Maintains the electronic filing system ensuring safekeeping of confidential materials. It is expressly understood that the activity authorized and funded under this Agreement is for new construction or rehabilitation of affordable housing occupied by low and very-low income households. ii. The CHDO shall market housing produced under this Agreement to qualifying families as defined by the U.S. Department of Housing and Urban Development (HUD). iii. It is anticipated that this project, funded with HOME Program CHDO funding as defined in PART B of this Agreement, will combine with other funding sources to yield 8 or more CHDO housing units during the term of the Agreement. iv. The CHDO understands that any buyer of CHDO housing must receive Down Payment Assistance (DPA) from a CITY-designated DPA provider(s) and that the CHDO must refer all such buyers to said provider(s). v. Buyers shall be qualified using the IRS method for determining income eligibility, whereas Renters shall be qualified using Part 5 method for determining income eligibility for rental projects unless it is a Lease with an Option to Purchase arrangement. vi. XXXX understands and agrees to refer all clients seeking rehabilitation aid only to the CITY. vii. Only those clients shall be eligible for CHDO-project assistance who: a. Xxxxxxx as a citizen by birth, naturalized citizen or national of the United States; or b. Have immigrant status under 101(a)(15) or 101(a)(20) of the Immigration and Nationality Act (INA); or c. Coordinate and participate in the Implementation Kickoff Meeting to discuss project goals, objectives, tasks, schedule, and deliverables with the County and the selected vendor. 2. Participate in weekly project status teleconferences, or as required. 3. Participate in weekly on-site project status meetings. 4. Participate in other project meetings as required. 5. Assist in the development of project execution processes as they relate to milestone processing, effective communications across teams, roles and responsibilities, and documentation formats. Review frequency plans, coordination, and license applications as required. Prepare and maintain an independent punch list of items during implementation activities including issue, responsible party, target date for completion, actual date of completion, and resolution. Assist with California Environmental Quality Act (CEQA) / National Environmental Policy Act (NEPA), Coastal Development Permit and other environmental/permitting processes, including preparation of a Request for Proposals (RFP) for environmental consulting services to a) develop CEQA Initial Study, b) conduct required special studies and analyses (biological, cultural resources, visual, etc.), and c) prepare environmental determination documentation (EIR, Negative Declaration, Notice of Determination, etc.). FE will also assist in preparation of required permit applications. Assist the County in resolving vendor implementation issues, oversee the vendor’s punch list development and resolution process, identify any vendor performance issues, and make appropriate recommendations to the County. 2.2 Task 2: Preliminary Design Review (PDR) and Final Design Review (FDR)
