The Authority has been aware that several projects are at varying stages of advancement and development in their plans to consume the IdAMS (Identity and Access Management System) service. The scope of this FSC is to carry out an Initiation Phase to capture the IdAMS requirements for the following 5 projects: Provider Access (Utilise existing requirements and validate) DCFT LRSr10 NCS - Learner Portal EFA - IM Portal Each of the projects should have a predefined set of requirements for authentication which these projects are looking to IdAMS to provide. IdAMS is currently functioning but without any further work it will be unable to meet the requirements of the projects stated above. To address the risk of five individual projects all attempting to make changes to one system the Authority will be establishing a single delivery vehicle for all of these work streams, or sets of IDAMS requirements. The scope of the Initiation Phase is: Capture the IdAMS requirements for the applications in scope Functional Non Functional Where applicable, documenting how IdAMS is currently consumed by the application/s Capture the current status and functionality of the IdAMS solution Provide recommendations on any changes required to the current IdAMS solution, to meet the consuming systems requirements Document the current environments in place (DTE, VOTE & LIVE) and provide details of any environmental changes required

This is a Time and Materials FSC for one Individual Assignment. This Individual assignment will be a DBAD3 SQL Database Administrator to work under the instruction of the Authority The requirement is for an established SQL Server expert to assist with the management and consultancy of the YPLA and other Data Service SQL databases and other SQL related services, such as SSIS, SSRS and SSAS. The expertise needs to help us ensure the database servers are highly available, fault tolerant and of optimal configuration. It is expected that this will be delivered by two people working normal office hours (Monday to Friday 9 – 5.30pm) excluding English Bank Holidays. If one person is off, expectation is the other would cover so this would exclude them both taking holiday at the same time. The role will be directed by Removed as reserved information in the Data Service. It is envisioned that this, and an associated IA, will be replaced by a managed service provided by Cap Gemini. A Contract Change Request has been raised with Cap Gemini, discussed in the March Change Request Board meeting. Discussions are currently underway between the Data Service and Cap Gemini to agree the structure, nature and pricing of such a service. It is expected that this IA will be moved to a service within the next one to two months. Given the essential nature this role currently occupies, a temporary arrange for IA funding is required to ensure continuity of service. This FSC covers the delivery of the following for the Match and Claim 2013-14 project: Initiation of the project Complete project inception for all functionality agreed in scope Complete the elaborate phase for required / high risk requirements Completion of test planning and preparation in a Test Approach Complete high-level planning for the initiation and construction Match and Claim project In completing the above the following key requirements and considerations need to be taken into account to support changes to the Match and Claim system for the academic year 2013/14. The key requirements identified for inception and elaboration within this FSC (clarified in Section 2.0) are : Changes to support the new Data Collection Transformation Programme (DCFT) database Changes to support freezing of the historical data prior to 2013-2014 and irregular updates to this data should the need arise Delivery of new database technology / upgrades Changes to support the 2013/14 ILR collection Business Changes are required to reflect ESF policy requirements and ESF audits specifically Remove Match Learners from specific Providers and to block specific providers from future searches. This will ensure that there is a facility to remove any providers found at risk/Liquidation/Mergers etc. Addition of ‘Employed’ and ‘Un-employed’ filters. Employment status is one of the key eligibility requirements in ESF reporting and therefore audit, and with the introduction of the Single Adult Skills Budget there is no longer an easy way of identifying learners that are selected in claims. The addition of a filter will allow a simple method to ensure claims meet ESF requirements. Addition of ‘Academic year’ filters. This would again allow the claims to only select recent learners that would be easily traceable during ESF Audits. This FCS is to obtain a Business Analyst in order to support the IM Services project Manager delivery of key products for Agency Records Project. This is a full time assignment and will be working to the Agency Records Project Manager. The individual will work with the Senior User and any other appropriate team members in order to deliver the products. The BA will also be expected to facilitate and hold meetings/workshops with IM Services and the business as and when required to undertake this work. Written documents and diagrams will be needed to be produced (as per the quality criteria set out below) and signed of by either the Project Manager or Senior User as appropriate. The individuals will work directly for the IM Services PM to support delivery as required. In order to ensure that the correct levels of quality and management controls are in place, the IM Services PM will meet with the appropriate Contractors manager to discuss progress and delivery on a weekly basis.
