Purpose and Overview. This guide and associated tools are intended as a practical manual for program teams to guide them in planning, implementation monitoring and reporting of HIVST. It is based on the evidence and experience gathered by the HIV Self-Test Africa (STAR) Initiative, supported by Unitaid and USAID-funded HIVST pilot implementation, and is intended to provide detailed practical guidance for implementers to complement the WHO Guidelines on HIV self-testing and partner notification,24 the WHO HIV Self-Testing Strategic Framework26 and PEPFAR COP guidance. The guide will help program teams and implementers to establish programs that are well-designed, sustainable, effective and with measurable impact.The information contained in this guide is derived from extensive field experience. It draws together the techniques, tools, planning and management approaches that have proved successful during HIVST roll out and provides a systematic “how to” guide for program managers that want to introduce HIVST to new markets. For professional growth, the system must provide prompt and regular exchanges between the employees and the evaluator. There are multiple components to an employee's evaluation. The CTES outlines the process for the improvement of instruction as well as the review and assessment of the annual performance of an employee. The system is developed to:  Support effective instruction and student achievement used to help develop continuous school improvement.  Provide instruments, procedures, and criteria for improvement of professional skills and the identification of opportunities for professional development.  Include, but are not limited to, mechanisms to examine performance data from multiple sources agreed to by the Parties. These mechanisms may come from various sources: district, school, student and School Effectiveness Questionnaire (SEQ) data.  Identify assignments for which special evaluation procedures and criteria will be developed.  Develop differentiation among state levels of performance: Highly Effective, Effective, Needs Improvement (Developing for employees in first three years of employment) and Unsatisfactory.  Provide certification and training for all observers.  Provide training for all employees.  Improve the level of instruction and student learning.

Purpose and Overview. There are four main roles for this deliverable, as reflected in its structure: • to provide an overall perspective on available transport policy (including an inventory of measures and their effectiveness) • to identify types and examples of ‗unintended, adverse‘ (or counter-intentional) effects of policy interventions, and to develop a typology, which can help foresee and neutralise such effects in advance • to develop a framework for ‗policy packaging‘, that is combinations of policy measures into packages, which can consolidate and enhance desired impacts, while and at the same time reduce the possibilities for counter-intentional ones • to provide a framework for other work packages in the OPTIC project These topics are addressed in chapters 2, 3, and 4. As shown in Figure 1.1 below, the contributions made will directly support tasks undertaken in Work Package 3 and 4. Work Package 3, Forecasting of synergies and adverse effects, will draw heavily on chapters 3 and 4 as it seeks to identify various methods and models with which to aid the ex ante analysis of unintended, adverse effects. The typology of unintended effects from chapter 3 will be crucially valuable here, as will the procedural framework outlined in chapter 4, with its emphasis on distributional effects and causal reasoning. Work Package 4, Best practice in package design, will also derive considerable input from the procedural framework―extending this through the systematic evaluation of different types of policy packages. Also, results from this deliverable will feed into Work Package 5 Barriers for and good practises of implementation, which will look in more detail into policy packaging and implementation issues, including the analysis of selected case studies. WP4: Best practice in package design - How are the real world packages adjusted and what are best practices? WP2: Policy measures and adverse effects - What do we know and how to define it?
