The evaluation questions and challenges discussed above, strongly indicate that a non-experimental approach will be required. The evaluation team should be able to demonstrate a track-record of conducting these type of evaluations, for example, methods such as contribution analysis. The team will have a demonstrated ability to communicate complex studies and findings in an accessible way for non-technical readers, including presentation of data in visually appealing ways, highly structured and rigorous summaries of research findings and robust and accessible synthesis of key lessons from across different studies.
