Competency and Expertise. The FONERWA Fund will be a flexible and responsive mechanism that will conduct outreach and project/programme design support, and provide grant financing to successful bids. The composition and expertise of the Fund Management Team should reflect this. We envisage the FMT initially comprising a core skeleton of around 6 staff (a Fund Manager, and other staff who between them can provide a range of specialist expertise related to resource mobilisation, proposal development, M&E, and key sector‐specific knowledge (e.g. on agriculture, infrastructure and private sector development or other specific expertise related to the proposed thematic financing windows – see section 12). Additional technical expertise/support should be available to other sectors and ministries (e.g. MINECOFIN) at short notice. However, bidders may wish to propose additional staff with other relevant expertise and alternative structures. A key objective of the Fund is to ensure that expertise and responsibility is transferred to local staff over the course of the contract. Bidders will need to consider how their proposed staff composition and structure will facilitate this, for example, by including Rwandan member(s) of the team in a deputy fund manager position and/or other core role(s). In the last six months of the initial two‐year operation period, we would expect a national fund manager to be in place to help ensure that the GoR is in a good position to take over full Fund Management responsibility at the end of the two year period. This role could be fulfilled by a member of the FMT or a GoR‐appointed individual. Either way, the FMT will need to ensure this individual is supported to ensure a smooth transition at the end of the two‐year period. The Fund Manager should demonstrate clear evidence of leadership capabilities, fund management experience, and experience of working closely with senior government policy‐makers and key stakeholders. A key capability will be the ability to stand back towards the end of the contract and allow gradual handover to Rwandan staff. Competency and Expertise. The assessment of bids from potential service providers will be on the basis of ability to deliver the specified requirements, as outlined in the ToRs. The successful bidder will have demonstrable experience of effectively managing, coordinating and monitoring large scale reproductive, maternal and new-born programmes delivered through multiple partners including the UN. The MoHS will be involved in the selection process. Consideration will also be given to past performance, ability and variables which may compromise the speed and ability with which the milestones can be met. Performance Criteria Over the four year period the service provider is required to coordinate and manage the delivery of the following programme results through three implementing partners:
Competency and Expertise. In order to fulfil the broad remit of this project, DFID will expect proposals from consortia of organisations (e.g. think tanks, universities, NGOs, etc.) which will need to demonstrate the following technical expertise:  Experience in conducting research on gender, with a specific emphasis on women’s political participation and decision-making in developing countries, including in fragile and conflict- affected states.  Strong knowledge of governance issues is essential. A track record of political economy analysis is desirable.  Strong knowledge of economic issues is essential.  Strong knowledge and experience of developing monitoring and evaluation indicators of gender equality/women’s political participation is desirable.  Strong skills and ability to synthesise information into concise user-friendly resources – policy briefs, case studies, communications material, etc.  Experience of working with DFID and other donors is highly desirable.  An excellent understanding of the importance of value for money for DFID investment and evidence of implementing VfM (e.g. Unit costs, fee rates). It is expected that the supplier’s team will include specialists with a background on gender studies, governance, and political participation. Time frame The contract will span a period of 2 years with an anticipated start date of April 2013 (With a possibility of a 6 month extension). The first two months will be for Inception and the remained of the contract for implementation.
Competency and Expertise. The TAS for MPUSP-2 will support UADD and target ULBs to design systems and procedures to guide planned interventions; monitor and quality assure on-going work; provide knowledge development including capacity building; and demonstrate results of innovations. MPUSP-2 will also provide an opportunity to create fresh capacities and competences within UADD and ULBs towards addressing new challenges of promoting sustainable urban development based on new approaches for community-centred reforms and pro-poor development. S/he will provide overall oversight, ensure coordination, and take the overall responsibility for delivery of programme outputs. S/he will provide support on strengthening policy frameworks and public financial management capacities of the urban sector in the state. Urban Finance and Accounting Expert (long-term): should demonstrate advanced level qualifications in finance/economics preferably with at least five years of experience at senior positions on similar large complex urban programs. S/he will lead work on strengthening revenue functions of ULBs (including accounting, property tax, non-tax, budgeting, etc.), as well as engaging with MPUIF and the proposed PPP Cell. Prior experience of working on structuring of PPP projects is desirable. Gender and Social Development Expert (long-term): should demonstrate advanced level qualifications in social science preferably with at least five years of experience at senior positions on similar large complex urban programs. S/he will lead development and implementation of women empowerment interventions and violence against women work, and overseeing the pro-poor dimension of the project and respective components.   • Competence The Expert shall be deemed not to be an arbitrator. As a result, any applicable law or legislation with regard to arbitration shall not apply to the Expert’s appointment, opinion or the procedure according to which the Expert expresses its opinion.

  • Knowledge and Experience The Investor has such knowledge and experience in financial, tax and business matters, including substantial experience in evaluating and investing in common stock and other securities (including the common stock and other securities of speculative companies), so as to enable the Investor to utilize the information referred to in Section 4.7 hereof and any other information made available by the Issuer to the Investor in order to evaluate the merits and risks of an investment in the Shares and to make an informed investment decision with respect thereto.

  • Experience, Financial Capability and Suitability Subscriber is: (i) sophisticated in financial matters and is able to evaluate the risks and benefits of the investment in the Shares and (ii) able to bear the economic risk of its investment in the Shares for an indefinite period of time because the Shares have not been registered under the Securities Act (as defined below) and therefore cannot be sold unless subsequently registered under the Securities Act or an exemption from such registration is available. Subscriber is capable of evaluating the merits and risks of its investment in the Company and has the capacity to protect its own interests. Subscriber must bear the economic risk of this investment until the Shares are sold pursuant to: (i) an effective registration statement under the Securities Act or (ii) an exemption from registration available with respect to such sale. Subscriber is able to bear the economic risks of an investment in the Shares and to afford a complete loss of Subscriber’s investment in the Shares.

  • Experience A minimum of 1 year of IT work experience in computer systems or support with demonstrated working knowledge of basic hardware and software products and problem solving/troubleshooting skills.
