Tractor-Trailer School. Employees who are interested in qualifying as tractor-trailer drivers shall notify the Employer. Such employees in seniority order will be permitted to attend, on their own time, the Employer’s training program which may be established from time to time as the need occurs. The Employer agrees to furnish the necessary equipment and instructors. Upon completion of this training, the employees shall be required to maintain the proper license and work as needed in the classification. To qualify for attendance at the tractor-trailer school, the employee must have one (1) year UPS safe driving for the year preceding his/her application to attend the school. Upon completion of tractor-trailer school, the Employer will determine whether the employee is qualified to drive tractor-trailers and whether the employee will be placed on the qualified list. When an employee is placed on the qualified list he/she shall be compensated forty (40) hours at the appropriate straight time hourly rate. Once qualified and moved to a permanent tractor-trailer opening, they must remain for a minimum of three (3) years. Employees that disqualify themselves, for any reason, while attending feeder school, are not eligible to requalifiy again for twenty-four (24) months from the date of the disqualification. To be eligible to move from the qualified list to the tractor-trailer job, an employee must not have had an avoidable accident during the year preceding his/her assignment to a tractor-trailer job. In any case in which the local union believes an employee has been denied the opportunity of attending the tractor-trailer school, the local union shall have the right to discuss the matter with the district manager, or his/her designee, and present the facts which the local union believes show that the denial was improper. If an agreement cannot be reached, a decision will be given by the area Union and Employer representative. New tractor-trailer openings or vacancies will be filled from the list of qualified employees in their Company seniority order at that location. In the event no employee on the list of qualified employees elects to fill an opening, the employee with the least seniority on the list must fill the opening. Employees who have been on the tractor-trailer qualified list three (3) or more years, and who give the Employer thirty (30) day’s proper written notice, shall be removed from the qualified list. Tractor-Trailer School. Refer to Article 3, Section 14 of the Central Region of Teamsters United Parcel Service Supplemental Agreement. The following language is an addition to the above referenced lan- guage.
Tractor-Trailer School. (a) Any qualified employee who is interested in qualifying as a tractor trailer driver, shall so notify the Employer. Such employees, in the building, in seniority order, will be permitted to attend the Employer training program which will be established periodically. The training program will consist of one (1) week of non-productive training on the employee’s own time, and one (1) week of productive training for which the employee will be paid. As long as there is an interest, the Employer will be required to maintain a qualified list. The Employer will not be required to maintain more than one employee on the qualified list. When the qualified list is exhausted, the Employer will be required to train the most senior employee on the list to be qualified within ninety (90) days of the employee supplying the Employer with documentation in order to be trained. A good driving record, the age of 25, and other Employer standards, shall be a prerequisite to such training. Age 25 is primary but in cases where employees are not available at age 25, the Employer may, in certain circumstances, waive that requirement, provided those employees meet all other requirements. The Employer agrees to furnish the instructors and the necessary equipment. If disqualified for any reason, he/she can attend the school after one (1) year. After successfully completing the tractor trailer school, employees shall be placed on the qualified list in seniority order. This work will be offered to the qualified list after Feeder cover drivers. Employees on the qualified list must be offered five (5) consecutive days of work and can be worked at a rate of no less than their current bid position. Once an employee who is already qualified signs the qualified list he/she must stay on the qualified list for a minimum of one (1) year. After ratification, seniority feeder drivers who are off for a period of one (1) year for either compensation or disability will in itself create another full time opening in that classification and be bid under the appropriate Article.

The Company agrees to fur- nish the necessary equipment and instructors. Employees who have been on the tractor-trailer qualified list for three (3) or more years, who give the Employer ninety (90) days proper written notice, shall be removed from the qualified list. If no package car driver is interested in qualifying as a tractor-trailer driver, the position will be offered first to Article 22.3 employees then to part-time employees that possess a valid Class A CDL in se- niority order. To be eligible, these employees must meet the same qualifications as an off the street hire excluding previous driving ex- perience and one year of UPS safe driving. They must possess a val- id Class A CDL license prior to attending the school. Next the posi- tion will be offered to Article 22.3 employees then to part-time employees who currently perform driving duties as a part of their job.

Tractor-Trailer School. An employee removed from the new job by reason of lack of abili- ty shall be returned to his former classification with no loss of se- niority. The Company reserves the right to fill a new job or new area with temporary employees for a period of time not to exceed thirty (30) working days to determine the permanence of the job. Jobs coming open as a result of the Christmas rush, that is from November 1 to December 31, shall not be considered permanent unless they continue beyond December 31.

The second week of the training shall be considered productive training for which the drivers shall be paid the applicable rate of pay for all hours worked. Upon completion of this training, the employee shall be required to maintain the proper licence and work as needed in the classification. It is understood that the employee will maintain the proper licence for the length of the agreement. If an employee fails to maintain the required licence, he shall be allowed to work subject to the contractual provisions in Appendix C.9(f). An employee who desires to be removed from the qualified list will notify the Employer at least three (3) months prior to the expiration of this Agreement.
