Emergency Personnel. A. It is understood that from time to time the Employer has a need to place emergency personnel on the payroll. Emergency personnel are those in pay status for no more than thirty (30) calendar days in any emergency situation. It is agreed that emergency personnel are not members of the bargaining unit and are therefore not covered under the terms of this Agreement. Further, it is agreed that the current 2 AAC 07.190 on Emergency Appointments shall continue in full force and effect.

Emergency Personnel. Due to the nature of their job responsibilities, all employees who are compensated as per Article 43.2, SP Pay Range Assignments, are considered emergency personnel. Continuing service and working during a period of suspended operations is a basic requirement of emergency personnel; therefore, the provisions of Article 17 do not apply to these employees.

Section 17 shall expire automatically at the end of the term of 28 this Agreement, unless the parties mutually agree to incorporate it into the successor 29 Agreement. 30 31 ARTICLE 20 32 LABOR/MANAGEMENT MEETING 33 34 Section 20.1. Labor-Management Meetings Labor/Management Meetings will be 35 arranged between the Local President and the Employer upon request of either party. Such 36 meeting shall be between not more than three (3) representatives of the Employer and not 37 more than three (3) representatives of the Union. Arrangements for such labor/management 38 meetings shall be made in advance and a written agenda of the matters to be taken up at the 39 meeting shall be presented at the time the meeting is requested. Matters taken up in 40 labor/management meetings shall be confined to those included in the agenda. The 41 members of the Union shall not lose time or straight time pay for time spent in such 42 labor/management meetings. This meeting may be attended by a representative of the 1 Council and/or representative of the International Union. A list of those attending will be 2 given to management. 4 The parties to meet upon the request of one of the parties but no more than once quarterly 5 unless mutually agreed. Agenda items will be submitted by either party at least five (5) days 6 in advance of each quarter's labor/management meetings.
Emergency Personnel. Employees who are designated as “Emergency Personnel” and are required to physically report to a work location when non-emergency personnel are directed to stay home, shall be provided with one (1) day of compensatory time (emergency day) each January. Said emergency day must be taken within the calendar year it was granted at a time requested by the employee and approved by the Appointing Authority. Any emergency leave not taken by the last Saturday prior to the first full pay period in January will be forfeited by the employee. Further, it is agreed that Personnel Rule 2 AAC 07.190, Emergency Appointments will continue in full force and effect. The Employer agrees that emergency hires will not be made to circumvent the State’s normal hiring processes, to delay the return of seasonal employees, or otherwise displace a Bargaining Unit Member. Emergency personnel as defined in this Article will appear on the monthly personnel listings of all Supervisory employees as provided for in this Agreement. Such listing will designate by code which employees are emergency personnel for that period of such listing.
