Site Management Plan. The plan prepared by the Consultant and finalised under clause 7.4, which must set out in adequate detail all procedures the Consultant will implement to manage the Services on and near the Site. The Site Management Plan must not be inconsistent with the Contractor’s Site Management Plan and must address, at a minimum: all Statutory Requirements; the roles and responsibilities of all Consultant personnel (including the Consultant’s Representative and the Consultant’s key people under clause 4.4(a)(i)) regarding management of the Services on and near the Site; the procedure for consultation, cooperation and coordination of activities with the Commonwealth, the MCC Contract Administrator, the Contractor, the Contractor’s Representative and any Other Contractor regarding the occupation, use, operation and maintenance of Commonwealth property and the Site (including for the purpose of military activities, expeditions and exercises) during the Services; procedures for access to: Commonwealth property (including any Defence location); and the Site, by Consultant personnel, visitors, pedestrians and vehicles, including procedures for: ensuring security (including identification and pass procedures and any physical security measures); minimising disruption and inconvenience to the Contractor, the Commonwealth and Other Contractors; vehicle and traffic management; and noise management; without limiting paragraph (d), Site inductions, training and other awareness programmes provided to Consultant personnel in respect of Commonwealth property and the Site; procedures for (as applicable): establishing the Site (including site amenities, laydown areas and parking zones); cleaning, maintenance, waste management and debris control on Commonwealth property and the Site; and any dangerous or prohibited substances, material or goods (including Commonwealth property) on the Site relevant to the Services; if the Services are to be carried out on or in the vicinity of an airfield, the procedure for preparation and approval of a Method of Work Plan for Airfield Activities; the procedure for preparing (including tailoring) and finalising the Site Management Plan under clause 7.4; the procedure for regularly reviewing, updating and amending the Site Management Plan under clause 7.4 (including as a result of any Site management complaint, incident, near-miss and other situation or accident on Commonwealth property or the Site during the Services); the procedure for regularly ident...

Site Management Plan. The overall objective of the SMP is to provide EPA with a written commitment by Respondents as to how various project aspects such as access, security, contingency procedures, management responsibilities, investigation-derived waste disposal, budgeting, and data handling are to be managed. As part of the SMP, Respondents shall include, at a minimum: • A map and list of properties, the names of the property owners, and the addresses and telephone numbers of owners to whose property access may be required. • Provisions reflecting that access will be obtained to allow Respondents to perform required sampling or other activities under this SOW. Respondents will inform EPA and NHDES of any access related problems and issues including necessary procedures and sample letters, for EPA review and approval, to land owners to arrange field activities and to ensure EPA and NHDES are timely informed of access-related problems and issues. • Communication to EPA, NHDES, and the public of the organization and management of the SRI/FS, including key personnel and their roles and responsibilities. • Site preparation measures, including a fence, to prevent unauthorized entry to the Site, which might result in exposure of persons to potentially hazardous conditions. • The location of an office for on-site activities. • A provision for the security of government and private property at the Site. • Provision for the monitoring of airborne contaminants released by Site activities that may affect the local populations. • A list of the categories of potential contractors and subcontractors to be hired by Respondents (and their identities, if known) in the conduct of the SRI/FS and a description of their activities and roles. • A clear indication of the exclusion zone, contamination reduction zone, and clean area for on-site and off-site activities, where necessary. • Provision for the proper disposal of materials used and wastes derived during the SRI/FS (e.g., drill cuttings, extracted ground water, protective clothing, disposable equipment), which will be managed in accordance with the Guide to Management of Investigation- Derived Wastes (OSWER Directive 9345.3-03FS, January 1992) or alternate procedures approved by EPA. If applicable, these provisions shall be consistent with the off-site disposal aspects of the Superfund Amendments and Reauthorization Act, the Resource Conservation and Recovery Act, and applicable state laws. Site Management Plan. 1. Within sixty (60) calendar days from the effective date of this Agreement, NASA shall submit to VDEQ and EPA for approval a Site Management Plan (“SMP”) for Fiscal Years 2005 and 2006 (FY 2005 - 2006). The SMP shall be used as a management tool in planning, reviewing and setting priorities for all response activities at the Site. The SMP shall be a two-year planning device and shall contain a timetable, plan or schedule which indicate the time and sequence of activities that will occur at the Site over the ensuing two fiscal years. To ensure that the SMP continues to function as a two-year planning device that is reflective of both ongoing and planned future activities, NASA shall update the SMP on an annual basis. Each annual update shall amend, revise and/or supplement the SMP, as appropriate, so that the SMP continues to address events that will occur at the Site over the following two fiscal years. For the purpose of the SMP, a fiscal year is the yearly time frame used by the United States Government that commences on October 1st of the given calendar year and ends on September 30th of the following calendar year.
