Sustainable urban development. 1. To address economic, environmental, climate, demographic and social challenges, the ERDF shall support integrated territorial development based on territorial or community-led local development strategies in accordance with Article [23] or [26] of Regulation (EU) 2018/xxxx [new CPR] respectively, that are focused on urban areas, including functional urban areas ('sustainable urban development') within programmes under both goals referred to in Article 4(2) of that Regulation. Special attention shall be given to tackling environmental and climate challenges, notably the transition towards a climate-neutral economy by 2050, to harnessing the potential of digital technologies for innovation purposes, and to support the development of functional urban areas. In this context, sustainable urban development resources programmed under priorities corresponding to policy objectives 1 and 2 shall count towards the thematic concentration requirements under Article 3.

Sustainable urban development. In compliance with the National Concept for Spatial Development 2013-2025 Bulgaria envisages considerable support under ESIF for integrated actions for sustainable urban development in the period 2014-2020. In this context in the 2007-2013 period, the development of Integrated plans for urban regeneration and development for identified in the NCSD cities is financed. Those cities are considered as centres of development, where the support is proposed to be focused223. The principles for determination of the cities, where the integrated actions for sustainable urban development will be implemented, include: Defining the hierarchical structure of settlements in Bulgaria. In the process of determination European classifications, including ESPON, national classifications, such as the Unified classifier of administrative and territorial units, as well as multi-criteria analysis and evaluation for the following statistical indicators are taken into account: Population 2011; Dynamics (%); Level of administrative functions; Level of transport connectivity (including rail transport); Level of provided medical services; University center; Level of economic indicators; Level of tourism development; Level of cultural services; Demographic development An integrated model for evaluation of each town according to its specific hierarchical level is proposed and the tendencies for development in horizon till 2050 are observed. On the basis of three models – initial (deepening monocentrism to ultimate monocentrism), ultimate polycentrism and moderate polycentrism. Each model includes forecast for the demographic development of the country till 2020, 2025 and 2030. Based on both the presented models and scenarios and the conducted discussions with the stakeholders and the National Association of the Municipalities in the Republic of Bulgaria the model of moderate polycentrism was adopted for a basis which to be followed by the regional development policy by 2020. Sustainable urban development. 1. Provision of support for the implementation of the Borrower’s sustainable urban development policy, through: (a) the development of guidelines on inter-sectoral coordination of public services and the carrying out of workshops to increase regional knowledge of the guidelines and promote inter-sectoral coordination; (b) the design and implementation of mechanisms that regulate and provide incentives for improved urban drainage infrastructure; (c) the strengthening of public space indicators; (d) the assessment of management instruments related to public transport systems in cities with less than 600,000 inhabitants; (e) the development of a methodology to integrate mobility plans within municipal ten-year development plans; (f) the improvement of planning for urban redensification and renewal, through the design of a legal framework to promote more effective use of public property and the promotion of private sector involvement in redensification and renewal programs; and (g) the improvement of the planning process for areas subject to urban expansion, through the development of guidelines that establish procedures and responsibilities of the CARs and other environmental authorities in reviewing expansion plans.
