Personnel Administration. The Contractor shall provide the following management and support, as required, in the performance of work ordered under the BPA. The Contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The Contractor shall maintain the qualifications of their employees by providing initial and refresher training as required to meet TO requirements. The Contractor shall make necessary travel arrangements for employees. The Contractor shall provide necessary infrastructure to support contract requirements. The Contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).

Personnel Administration. The parties acknowledge that their common goal is to utilize the collective bargaining process to develop employment procedures which are fully covered by and reflected in the collective bargaining agreement, and that the procedures so developed are intended to completely govern the employer-employee relationship between them independent of and without resort to a civil service board or system.
