Health and Safety Committees. A. The parties agree that Joint Union/Management Health and Safety Committees are appropriate. At the Union's request, each department shall establish at least one Joint Union/Management Health and Safety Committee.
Health and Safety Committees. In order to provide a safe and healthful workplace, principal unit level LMC's shall establish Health and Safety Committees where they do not already exist and at the request of the Union. Each committee will be composed of an equal number of representatives appointed by the Union and the Employer and will be co-chaired by a Union and Employer representative. A Union representative must be a member of the unit but either party may be accompanied by staff and/or other subject matter experts who may participate, but not vote, at meetings. Each party shall prepare and submit an agenda to the other party one week prior to any scheduled meeting. If neither party submits an agenda, the meeting shall be canceled. Each committee's general responsibility will be to provide a safe and healthful workplace by recognizing hazards and recommending the abatement of hazards and educational programs. Health and Safety Committees. The Agencies and the Union shall establish Labor/Management Health and Safety Committees. Each Agency shall have a Health and Safety Committee. This committee may be combined with the Agency Labor/Management Committee upon mutual agreement of Agency Management and the Union. In each Agency that operates with institutions/geographic districts or regions, there shall be a Health and Safety Committee per institution/geographic district or region, unless otherwise mutually agreed upon. Unless mutually agreed otherwise each committee shall be composed of no more than three (3) representatives appointed by the Employer and three (3) employees appointed by the Union and shall be co-chaired by a Union and an Employer representative. Each facility operated by Agencies required to meet health and safety standards established by the Joint Commission on the Accreditation of Health Care Organizations (JCAHCO) or the Accreditations Council for Services for MRDD (AC MRDD) and/or the Medicaid/Medicare reimbursement programs shall have one (1) Health and Safety Committee. The committees shall be chaired by the Agency designee. In addition to the Health and Safety Committee membership required by the JCAHCO or the AC MRDD and/or Medicaid/Medicare, the Union shall appoint two (2) representatives to serve on the committee within thirty (30) days after the effective date of this Agreement. The general responsibility of all the committees will be to provide a safe and healthful workplace by recognizing hazards and recommending abatement of hazards and recommending education programs. To fulfill this responsibility the committees shall:
Health and Safety Committees. Health and Safety Committees will be established within the appropriate facilities operated by the Departments of Education, Health and Human Services, and Military and Veterans Affairs. In the Departments of Natural Resources, Licensing and Regulatory Affairs and State Police, the Union's representation on Health and Safety committees shall be an appropriate subject for secondary negotiations. In the Department of Corrections, subjects concerning Health and Safety shall be a proper agenda item for Labor-Management meetings at the Facility and/or Department level. In the Departments of Education, Department of Health and Human Services, and Military and Veterans Affairs, should a Departmental Health and Safety Committee (s) be established, the Union shall be entitled to designate one (1) representative and may designate one (1) or more alternates to serve in the absence of the designated representative. The designated Local Union representative shall be allowed time off to attend authorized committee meetings scheduled during his/her working hours. Any pay provided by the Employer to for such union activities, is governed by Civil Service Rules and Regulations. In the Departments of Education, Department of Health and Human Services, and Military and Veterans Affairs each Agency shall continue a Health and Safety Committee. This committee shall be appointed by the Agency Appointing Authority and shall include the Union's designated representative. The chairperson of the committee shall be appointed by the Agency Appointing Authority and shall be responsible for notifying the committee members of meetings, conducting the meetings, preparation and distribution of minutes, reports and other documents, arranging for conference rooms, and similar administrative tasks. Such committee shall meet bimonthly or more often if mutually agreed at the request of either party for the purpose of identifying and correcting unsafe or unhealthy working conditions which may exist. Appointments to the committee shall be made within thirty (30) days following the effective date of this Agreement.
Health and Safety Committees. A. The parties agree that Joint CAPS/Management Health and Safety Committees are appropriate in many areas of State employment. At CAPS request, each department shall establish at least one Joint CAPS/Management Health and Safety Committee. Additional Joint CAPS/Management Health and Safety Committees may be established as appropriate for the larger departments.
Health and Safety Committees. A. The State shall attempt to provide a safe and healthy work place for State employees. IUOE supports a positive and strong health and safety program and shall cooperate with the State's efforts in this regard.
Health and Safety Committees. Health and Safety Committees with joint Union and Management participation shall be established in each non-institutional Agency. Such committees shall have an equal number of Management and Union representatives. In each institutional Agency whose employees are covered by this Agreement, a Health and Safety Committee shall be established at each institution or facility, which Committees shall be comprised of an equal number of Union and management representatives. Pursuant to the mutual agreement of the State and all Unions certified to represent employees in any Agency or institution, the above committees may be established as multi-Union committees composed of such representatives as the State and participating Unions may mutually agree. In addition, pursuant to the mutual agreement of the State and all Unions certified to represent employees in any State Agency whose employees are covered by this Agreement, a single state- wide Health and Safety Committee, composed of such representatives as the State and participating Union may mutually agree, may be established. The committees established pursuant to the terms of this provision shall meet at mutually agreeable times, but not less frequently than once per quarter or as may be required to satisfy certification or accreditation standards. Unless extended by the mutual agreement of all members of any such committee, each meeting of the committee shall be limited to a duration of four (4) hours. Any such committee shall consider such matters relating to health and safety of employees covered by this Agreement and may make non-binding recommendations to the State, an Agency covered by this Agreement, or an institution or facility covered by this Agreement regarding such matters. Whenever an inspection of a facility is performed by another governmental Agency that relates to health and safety, a delegate shall be informed and have the right to the final written reports generated by the inspection. Every injury/occupational illness shall be investigated by the institution or Agency in a timely matter. Such investigations shall be subject to review and comment by the appropriate Health and Safety Committee.

Health and Safety Committees. A. The State shall attempt to provide a safe and healthy work place for State employees. UAPD agrees that it shares responsibility for this effort, as do State employees.
