Selection of qualified applicants to fill the position will, in addition to an analysis of qualification, include a consideration, where applicable, of seniority. In those instances where two or more applicants are, in the opinion of the City, equally qualified, the City shall select the applicant with the greater seniority. Nothing in this section shall preclude the City from hiring outside of the existing workforce after the City has first considered those within the work-force who have applied for the position.

When there is a need to implement the 12-hour shift schedule in a new area, volunteers from the classification, based on highest seniority, will be given the first choice to fill the openings. If there are an insufficient number of volunteers, then the openings will be offered to any employee in classifications entitled to bid. If there are still an insufficient number of volunteers, unfilled positions for the 12-hour shift schedule shall be assigned to the current employees in the classification based on least seniority. Any employees in the affected classification who are displaced may select any available openings by seniority.
