Construction Inspection Services. The Professional firm’s field Inspections of the Project scope of work during the construction Phase of this Contract which includes but is not limited to: (1) Document the quantity and quality of all Project construction work and verify that the Project construction work is properly completed; (2) Resolve Project problems that are affecting the Project construction work, certify payment requests, process Bulletins, Contract Change Order recommendations, and requests for information (RFI’s) in a timely manner as prescribed in the Department of Management and Budget, Facilities Administration, Design and Construction Division, “MICHSPEC 2001 Edition of The Owner and Contractor Standard Construction Contract and General Conditions for Construction (Long Form)” or the current Department of Management and Budget, Facilities Administration, Design and Construction Division,” DMB Short Form 401 - Proposal and Contract/Front-End Package for Small Projects for Professional Services Contractors (PSC) with General Conditions for Construction and Instructions to Bidders” as adopted and modified by the State of Michigan and incorporated into the Construction Contract; and the (3) Inspection of Project construction work completed or in progress by the Construction Contractor to determine and verify to the Department of Management and Budget, Facilities Administration, Design and Construction Division’s, Project Director that the Project construction work is in compliance with the Professional firm’s design intent and that the Project scope of work has been completed by the Construction Contractor in accordance with the Professional firm’s final design Contract Documents/architectural and/or engineering drawings and specifications requirements. The Professional shall provide sufficient Inspections of the Project scope of work during the construction Phase to administer the construction Phase field services and its related construction Phase administration office services, as directly related to the degree of Project complexity and scope of work requirements, up to and including full-time field Inspections. Construction Inspection Services a. A-E may be required to coordinate pre-construction meetings, maintain submittal logs, shop drawings, material and equipment certifications.
b. A-E may be required to maintain detailed daily documentation on weather conditions, number of Construction Contractor personnel on project site, quantities of materials used, construction equipment onsite, deliveries of materials, material shortages, tests, labor disputes and any other general observations and unusual occurrences.
c. Conduct daily job site inspections to assure that the required equipment, materials and methods of construction are in compliance with the contract drawings, specifications, and regulatory codes.
d. Perform Continuous on-site inspections of all construction work performed under contract, including structural excavation, safety, trench shoring, earth moving operations, pile driving, installation of trench shoring, fabrication and erection of structural steel, erection of concrete forms and falsework, erection of reinforced steel, placement of concrete into reinforced concrete drainage structures such as catch basins, culverts and junction structures. Placement of concrete street improvement structures such as curb and gutter, sidewalks, and drive approaches. Construction of roadway improvements including fine grading preparation of subbase material, placement of aggregate base material and asphalt concrete or other paving material.
e. Perform inspections in accordance with construction contract, project and special provisions, and the “Greenbook” Standard Specifications for Public Works Construction (newest edition).
f. Assure materials provided and work performed is in accordance with the contract drawings and specifications by obtaining material certifications as required prior to incorporating materials into work. Ascertain that all manufacturers’ tests required by specifications are performed before materials or equipment is incorporated into the work. Promptly report any work or materials which fail to conform to the contract drawings or specifications. Recommend such actions as are necessary and adequate to obtain acceptable work and materials. Notify the Construction Contractor of any and all unacceptable work or material.

Construction Inspection Services. 1. Provide a full time resident project representative (RPR) to monitor and document construction progress for Element, confirm conformance with schedules, plans and specifications, measure and document construction pay quantities, document significant conversations or situations, document input or visits by local authorities, etc. Maintain daily log of construction activities. Conduct interviews of the Contractor’s and Subcontractor’s employees regarding ▇▇▇▇▇ ▇▇▇▇▇ wage rates and the review of their weekly payroll reports. It is anticipated that this project will be completed with mostly normal work schedules (5 days per week, 8-10 hours per day), however it is anticipated there will be periods of time during the construction where the contractor will need to work extended hours to complete time critical tasks. 2. Prepare and submit weekly inspection reports. Reports will be submitted to the FAA and Sponsor no later than the following week that the report refers to.
3. Conduct final project inspection with the Sponsor, FAA and the contractor. Any punch list items will be noted and coordinated with the contractor for necessary action. The final inspection will be attended by the Principal, Senior Project Manager, RPR, Electrical Principal, and Electrical Senior Engineer.
Construction Inspection Services. The Construction Project Manager shall perform professional construction inspection services for a Work Order. Such services shall consist of technical, on-site inspection of the materials, structures, equipment and workmanship and methods used by the construction contractor to verify that a Work Order is constructed in compliance with the Construction Documents and according to good construction practices. Construction Project Manager shall observe and report to the Director if in the Construction Project Manager's professional opinion the construction contractor is using or professing to use construction methods that may adversely affect the finished work. However, conduct of construction contractor's safety program as well as selection of construction contractor's means and methods shall remain the exclusive responsibility of the construction contractor. The construction inspection services shall include the following:
2.1.1 Provide on-site observation of the progress and quality of work for the construction contract. Advise the construction contractor and the City of any observed deviations from the Construction Documents in a timely manner to minimize delay in the progress of the work.
2.1.2 Inspect and observe the construction contractor’s activities to verify that the work complies with the Construction Documents. Notify the Director and the construction contractor if the construction contractor’s work is not in compliance with Construction Documents including all addendums and change orders and notify the Director of any failure of the construction contractor to take measures to place such work in compliance.
2.1.3 Inspect and observe the materials and equipment being incorporated into the work to verify in the Construction Project Manager's professional opinion that they are handled, stored and installed properly and adequately and are in compliance with the Construction Documents. Report to the Director regarding these activities.
2.1.4 Identify problems encountered in accomplishing the work and recommend the appropriate action to the Director for resolution of problems to minimize impact on timely completion of the work.
2.1.5 Attend and participate with the City and the construction contractor(s) in all routine meetings and inspections as set forth in the construction documents and special meetings when reasonably requested by the Director. Assist the City in responding to impacts and concerns of construction on citizens.

Construction Inspection Services. 3.2.1 For each project, the Professional shall consult with the BCA to ascertain the requirements of the project and prepare, for review and approval by the BCA, a written proposal for providing construction inspection services. The proposal shall contain a description of scope of proposed services, a delivery schedule for services to be provided, and all fees for the described services. Upon approval of the proposal, the Owner will issue a purchase order for those services described in the proposal. The purchase order will incorporate the proposal and shall serve as an amendment to this Agreement. The purchase order shall also specifically reference and incorporate the terms of this Agreement.
3.2.2 Upon issuance of the purchase order, the Professional shall visit the site as inspections are called for and in compliance with the Florida Building Code, “Required inspections,” in effect at the time of building permit application, and as otherwise agreed upon in writing by the BCA and Professional. These inspections shall verify that the construction is being performed in compliance with all applicable codes and laws and in accordance with the approved construction documents.
3.2.3 Inspections by the Professional shall be performed within 24 hours of a request for inspection or as otherwise agreed upon by the Owner and the Professional.
3.2.4 Upon the completion of each inspection, the Professional shall submit a written inspection report on the form specified by the BCA. Copies of this inspection report shall be sent to the BCA and “Permit Holder” within 24 hours of the inspection. Items or conditions found not in compliance shall be cited, noting the specific code reference, location of the non-compliance and date and time of inspection. The passing or failure of inspection shall be noted and signed by the inspector in the appropriate location on the “Building Permit Card” posted at the job site.
3.2.5 At the discretion of the Professional, with the written approval of the BCA, additional inspections or testing may be requested to determine that the work is in compliance with applicable codes or laws, whether or not such work is fabricated, installed or completed.
3.2.6 If the inspector determines in the course of an inspection that work requiring inspection has been concealed or covered, that inspector shall immediately notify the BCA and Permit Holder informing them of this condition.
