Voluntary Low Census. (VLC) When a staff member requests in writing to be placed on the low census list prior to the start of their shift, or during their shift. If the employee is unclear as to the designation of the low census (ILC or VLC), they should seek clarification at the time of the request. Employees that volunteer for low census may use vacation leave, personal leave, personal holiday or leave without pay for the time in VLC. Implementing Involuntary Low Census Prior to implementing involuntary low census, all traveler and agency nurses shall be released from work on the unit unless the traveler or agency nurse possesses a unique skill which is required on the unit. If a nurse is subject to involuntary low census on one unit and is able to float to another unit and accept a full resident assignment, then traveler and agency nurses shall be released from work on that other unit to accommodate the floating nurse, unless the traveler or agency nurse possesses a unique skill which is required on the unit. Unless the employee agrees to otherwise, a nurse subject to involuntary low census shall be low censused for the entirety of the shift or, if the employee has already begun working, for the entirety of the remainder of the shift. Nurses who agree to remain on call shall be compensated under the standby provisions of Article 41.20 (Standby) of the collective bargaining agreement. When involuntary low census is required, it will be assigned to employees on duty in inverse order of seniority, provided the employee has the skills and abilities required of the positions. The inverse order will be re- established when the list has been exhausted, i.e. the employee with the greatest seniority has worked their required involuntary low census.
Voluntary Low Census. Low census which the employee takes voluntarily, either by volunteering prior to the shift or volunteering when asked by the Employer. Any extra shift overtime or supplemental overtime is cancelled prior to the Employer granting voluntary low census. Mandatory Low Census: Low census that is identified by the Employer as mandatory and assigned by the Medical Center to scheduled full-time and part-time staff. Cancellation of agency staff, supplemental and extra shifts is not mandatory low census.
Voluntary Low Census is given for part of the shift with the understanding that the employee will report to work at the designated time (Example: 12 hr night shift, Voluntary Low Census given from 7 p.m. to 11 p.m., then employee reports to work at 11 pm for the last 8 hours for the shift.)
Voluntary Low Census. Subject to operational requirements, the Nurse whose turn is next in the rotation has the first choice to volunteer. If she does not volunteer, then the low census shift shall be awarded to an RN who volunteers to be released from duty. If more than one (1) Nurse volunteers, low census will be distributed on a rotating basis. Unless a Nurse is placed on low census call, such Nurse will have no commitment to the Hospital for that shift.
