TERMINAL FACILITIES. 13.1 The Department is of the view that IOMSPCo is able to operate the facilities for passengers and freight in Xxxxxxx more efficiently than currently. Clause 3.13 requires that IOMSPCo shall provide passenger security and customer care services by staffing the access areas and linkspans, although overall Port security and management will be unchanged. 13.2 Issues were raised regarding passenger travel on the 02.15 am sailing from Heysham, with requests for earlier boarding for this sailing. IOMSPCo has advised that this is not possible due to the health and safety requirement to physically separate passenger and freight traffic during loading; currently passengers are not permitted to board the vessel until all freight has been loaded. The Department will continue to discuss this issue with IOMSPCo to identify whether it can be further resolved; it may be possible for the new vessel to permit phased loading for example. 13.3 The refurbishment of the passenger facilities at Heysham by the end of 2019, set out in clause 3.9.5, will go some way to address the concerns raised by passengers waiting to travel on the 02.15 am sailing, in addition to improving the customer experience for all passengers travelling to the Isle of Man and further meeting the public demand for wifi facilities identified in the survey. 13.4 The Department will refurbish the baggage area and customer areas of the Sea Terminal in Xxxxxxx, as required in Clause 3.20.6, to ensure that good facilities are provided at Xxxxxxx, Heysham and Liverpool.
