RATIONALE FOR RECOMMENDATION. Based on information gathered throughout the renewal of approval assessment, briefly provide a rationale for recommendations. Example: Xxxx has maintained a high standard of care for Xxxx (in long-term placement with Xxxx) and other children and young people placed with her during her previous approval period. Xxxx has consistently met the standards of care for the children placed with her. Her strengths are her warm and caring nature, her skill in, and compassion for meeting children’s needs, and her commitment to continuing to meet the high needs of Xxxx. A challenge identified for Xxxx relates to her capacity to be flexible about the standards of behaviour she expects for young people who have experienced harm, and an area of vulnerability is the emotional stress she may experience in relation to caring for children or young people who have experienced sexual harm. Xxxx at times also experiences some frustration in relation to working with children’s families due to differences in the way they manage their children’s behaviour during family contact. Xxxx has demonstrated insight into these issues and they are currently being managed by giving careful consideration to the placement of children with Xxxx and ongoing supervision by the xxxxxx and kinship care service. It is assessed that these challenges do not impact on her ability to continue to provide a high quality of care to Xxxx. I recommend that Xxxx’s approval as a xxxxxx carer be renewed for a further two-year period.
RATIONALE FOR RECOMMENDATION. The Park Development Impact Fee Credit Agreement with Encore XxXxxxxx Village, LLC allows the Developer to construct X. Xxxxxxx Xxxxxx Park and Park Site ES5 in lieu of paying the Park Development Impact Fee. The Developer’s construction of the two parks, rather than the City, will accelerate the timing when the new residents will be able to use the project’s parks. Financial Considerations: The Development Agreement for the XxXxxxxx Village project (C2014-0494) specifies that the project’s Park Development Impact Fees be allocated to on- site park improvements at a rate that is proportionately equal to the percentage of parkland dedication met by on-site dedication. Park Impact Fee budgets for each park were established using FY2015/16 figures and based upon the percentage of the total park dedication requirement each park represented relative to the whole. That portion of the park budget that is eligible for PIF credits for the 1.015-acre X. Xxxxxxx Xxxxxx Park is $457,469 and $40,563 for the 0.09-acre Park Site ES5, for a total budget of $498,032. These figures have been adjusted to FY2016/17 values due to a 3.47% inflation adjustment to the Park Development Impact Fee rates that went into effect on July 1, 2016. Total construction costs for the two parks is expected to be $962,566, of which an estimated $464,534 will be the Developer’s responsibility. The total costs include City costs of $52,397; which include staff costs ($42,436) and funds for Art in Public Places ($9,961). The Developer will provide $52,397 to cover staff costs and the Art in Public Places component. The Developer already paid City staff costs incurred during the master planning process and for review of construction documents via two service agreements. Those costs were prorated at $14,247 for X. Xxxxxxx Xxxxxx Park and Park Site ES5 and are accounted for in these figures. Development of parks creates an ongoing cost for park maintenance and utilities based on the size of the park. The Project’s Conditions of Approval required that a Community Facilities District (CFD) or another type of assessment district be formed to fund maintenance costs before the City will accept a park. On April 28, 2015, the City Council established the XxXxxxxx Village Community Facilities District No. 2014-03, which will fully fund the maintenance costs of the development’s park system.
