This Agreement will result in the creation of an additional senior criminalist position. The senior criminalist will be assigned solely to the Santa Xxxxxx Police Department (SMPD).

PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION. On June 29, 2004, the Los Angeles County Flood Control District adopted the Sun Valley Watershed Management Plan (SVWMP) and the SVWMP Program Environmental Impact Report (PEIR). The SVWMP identified 18 Best Management Practice projects that focus on flood protection, increased water conservation, improved water quality, increased habitat restoration, and enhanced recreational opportunities. In recent years, the Los Angeles County Flood Control District (LACFCD) has completed construction of two projects from the SVWMP: Tuxford Green Multiuse Project and the Sun Valley Park Drain and Infiltration System Project. Efforts are currently underway for the implementation of a third project from the SVWMP, the Xxxx X. Xxxx Wetlands Park Project. This project will convert a 46-acre, construction debris landfill into a multipurpose wetlands park. The project will feature a storm drain system and detention pond for stormwater capture, a wetlands area for stormwater treatment, and recreational open space. The treated stormwater runoff will be pumped to existing underground infiltration basins at the adjacent Sun Valley Park for groundwater recharge. The project includes a 4.75-mile storm drain system from Xxxxxxx Street to the detention pond at the wetlands park. In November 2005 the Los Angeles Department of Water and Power (LADWP) adopted the Integrated Resources PEIR, which identifies a proposed recycled water line from the Valley Steam Plant along the same alignment as the storm drain system. The enclosed Agreement will allow for the inclusion of the proposed recycled water line in the design and construction of the storm drain system from Xxxxxxx Street to the wetlands park. The recycled water line infrastructure will convey Title 22 treated water to the wetlands park to be used for irrigation. The adopted PEIR did not consider the recycled water line component of the Xxxx X. Xxxx Wetlands Park Project. An Addendum to the PEIR was prepared to refine the Project Scope, discuss an alternative storm drain alignment, and include the recycled water line in the project description. Approval of the recommended actions will certify the Addendum to the PEIR. The project name has changed from Strathern Wetlands Park Project to Xxxx X. Xxxx Wetlands Park Project. The Park has been dedicated in memory of Xxxx X. Xxxx, an engineer with the City of Los Angeles who lost his life during the 2005 storms in a sink hole on Tujunga Avenue adjacent to Strathern Pit. PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION. The Department seeks to enter into the attached Agreement for participation in the OPSG Grant Program to enhance law enforcement preparedness and operational readiness along the land and water borders of the United States. The OPSG Grant Program provides funding to designated localities to enhance cooperation and coordination between law enforcement agencies in a joint mission to secure the nation’s land and water borders. The OPSG Grant Program aims to increase The Honorable Board of Supervisors 5/17/2016 law enforcement presence in each of the participating law enforcement agency’s designated area of jurisdiction in order to support the DHS, Bureau of Customs and Border Protection efforts in the region to improve border security and reduce border related crime. The Department will provide both boat and aircraft support for OPSG operations. The current participating agencies and signatories to the Agreement include Counties of San Diego, Los Angeles, Monterey, Orange, San Xxxx Obispo, San Mateo, Santa Xxxxxxx, Santa Xxxx, and Ventura, and Cities of Carlsbad, Chula Vista, Coronado, El Cajon, Escondido, La Mesa, National City, Oceanside, San Diego, the San Diego Unified Port District, the University of California San Diego, California Highway Patrol, California Department of Fish and Wildlife, and Department of Parks and Recreation. The Department has participated in OPSG Grant Program since FY 2011 pursuant to earlier agreements. This new Agreement allocates funding in the amount of $350,000 from the FY 2015 grant.
PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION. Approval of the first recommendation is necessary to comply with Los Angeles County Section 2.121.420, as amended on November 21, 2006, whereby contracting for services is allowed upon a Board determination that the use of independent contractors is more feasible than the use of County employees for physician services, and is more economical for non-physician services. The Department has evaluated the Agreement’s physician services, and recommends the Board’s determination thereof. The Department has also evaluated the addition of a non-physician doctoral scientist at LAC+USC MC to provide clinical laboratory services and determined that such non- physician services are more cost-effective than the use of a County employee, and recommends the Board’s determination thereof. Approval of the second recommendation will enable the Director to amend the MSAA to add additional services by adjusting the volume of physician services and staffing levels and costs based on current service needs, as described below: Department of Pathology LAC+USC MC will add Purchased Services to replace a retired doctoral scientist (1.0 FTE) for clinical laboratory services at an annual amount of $157,973 for FY 2015-16. . Department of Pediatrics County currently contracts with individual University pediatricians to provide nighttime and weekend coverage for the Violence Intervention Program (VIP) e-CARE Project at LAC+USC MC. This project provides 24/7 coverage for children presenting to the clinic for an initial screening exam as a result of rape, domestic abuse or out-of-home placement. USC has informed the County that it does not want to extend these individual agreements which expire on June 30, 2015. As a result, approval of this Amendment will help to consolidate the services performed by USC under one agreement and continue such part-time and intermittent services by adding pediatricians (0.82 FTE) to the MSAA at an annual FY 2015-16 cost of $172,044, which is based on actual utilization, and is below the combined maximum obligation of $397,874 set forth under the current agreements for such services. The contract costs include an increase of 32.75% to account for fringe benefits. PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION. Within the LA-HIDTA, all types of narcotics are manufactured, imported, and distributed for regional, national, and international consumption. Los Angeles is the only United States regional area that serves as a national-level drug distribution center for all five major drugs of abuse (cocaine, marijuana, heroin, methamphetamine, and ecstasy). The Honorable Board of Supervisors 8/9/2016 Mexican drug trafficking organizations (DTOs) and criminal groups based in the LA-HIDTA region are increasing their control over illicit drug distribution in many drug markets, including East Coast drug markets previously controlled by other DTOs, which further enhances the LA-HIDTA's region as a national-level drug distribution center. Traffickers use the highways to transport most of the illicit drugs into, across, and out of the country. The LA-HIDTA region is a national-level source area for domestically produced methamphetamine. Recent threat assessments have identified nearly 300 criminal narcotic trafficking organizations operating within the Los Angeles region. The criminal activities of these groups range from regional, national, and international in scope and sophistication. The Department will provide up to 18 full-time detectives for participation in this task force. While the County pays the regular salary and benefits of the detectives assigned to the SCD task force, DEA reimburses the County for any overtime incurred by the member while involved in a SCD task force investigation, not to exceed $17,548 per member. SCD Task force membership exposes the member to a network of contacts of international proportions enabling the coordination of operations nationally and internationally with other federal, state, and local law enforcement agencies. SCD Task force members have the ability to utilize the resources of DEA, such as: additional man power in the United States, high-tech surveillance equipment, funding for travel, and sophisticated wiretap investigations, which on their own may be very costly.

PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION. Adopt A Highway Maintenance Corporation (AHMC) is a private outdoor advertising media company established in 1990 that contracts with government agencies to provide litter removal and roadway maintenance services in exchange for the rights to sell outdoor signage opportunities along highways and interstates to third parties. AHMC has served as the Department of Beaches and Harbors’ (Department) beach trash barrel sponsor for over 20 years, with the last agreement expiring on October 22, 2016. The Department has since negotiated a new three-year Beach Trash Barrel Sponsorship Agreement (Agreement), with one two-year option period, that will provide for a newly-designed trash barrel according to Department requirements, which will far exceed the current beach barrel with regard to its durability, lid functionality, and improved operational effectiveness for use by beachgoers and handling by the Department’s maintenance staff. AHMC will donate 3,000 trash barrels for placement on beaches that are owned, controlled, or managed by the Department. In exchange for the donation of the redesigned barrels, AHMC will receive exclusive advertising rights on the barrels, which allows for third-party advertising approved by the Department and the Fire Department’s Chief Lifeguard to be wrapped around the lower portion of the barrel. The Department will retain ownership of the barrels after the Agreement expires and will also be provided with the barrel fabrication specifications, as well as information and one-time training on the fabrication, installation and removal of barrel wraps. The negotiated agreement also provides for the County’s public service messaging on the barrels. In all three years, this messaging will be in the upper portion of the barrel. In the third year, public service messaging is contemplated for the bottom portion of the barrel, pursuant to the Department’s Trash Barrel Environmental Messaging Campaign just being initiated now. As conceived, the Department’s long-term campaign will include a contest similar to the County Public Library’s Bookmark Contest, pursuant to which grade-school children from all five Supervisorial Districts will be encouraged to enter into a contest to design environmental messaging for the trash barrels, which will be printed by the Department for installation by Sponsor on 1,250 barrels. PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION. As requested by the Chief Probation Officer, we are recommending approval of the attached Agreement for Special Legal Services with OIM for the Probation Department (Agreement) with Xxxx Xxxxxxxx Xxxxx (Deputy Chief Attorney). The Deputy Chief Attorney shall, subject to coordination and guidance of the Chief Attorney, assist the Chief Probation Officer in fulfilling his The Honorable Board of Supervisors 9/16/2014 duties and obligations by investigating allegations of intradepartmental misconduct, including that which constitutes criminal conduct which he, as the Chief Probation Officer, has the duty to investigate. The Deputy Chief Attorney shall assist the Chief Attorney in the oversight and coordination of the independent review process and shall perform such specialized legal services as are necessary to accomplish such oversight and coordination. On May 13, 2014, the Board approved Agreement Number 78209 for Special Legal Services with Xxxxxxx Xxxxxxxxx to serve as Chief Attorney for the provision of special legal services for the Probation Department. The Chief Attorney filled the vacancy left by the Office of Independent Review (now referred to as the Office of the Independent Monitor). The Deputy Chief Attorney position has remained vacant since May 13, 2014, and this recommendation is now being made to fill that vacancy and provide assistance to the Chief Attorney.
