Key Provisions of the Columbia River Treaty THE CHALLENGE Canada and the U.S. were facing two major challenges in the Columbia River Basin (Basin) after WWII. In addition to an increasing population, the “untamed” Columbia River was causing periodic and sometimes devastating flooding. Simultaneously, an upswing in the economy increased the need for energy sources. THE SOLUTION In order to meet these challenges, the two countries ratified the CRT in 1964. The purpose of the CRT is to coordinate flood control and optimize hydroelectric energy production in the Basin on both sides of the border. Under the CRT, Canada agreed to build three storage dams in Canada: Xxxx Xxxxxxxxxxx, Duncan and Xxxx. The CRT also allowed the U.S. to build Libby Dam in Montana, which created a reservoir that flooded back into Canada.

Increasing women’s participation in water user associations Working to amplify the National Water Authority’s (XXX) efforts to strengthen and expand the role of women in Water User Boards, NIWS strategically participated in two Water User Board meetings this quarter, the First Meeting of Women of the Local Water Authority of the Middle and Lower Piura, held on November 22, 2019, and the XIV Meeting of Water Users of the Chancay-Lambayeque Valley, held on December 5-6, 2019. Led by the General Directorate of Water Users Boards, the meetings aimed to advance the gender equity commitments made by XXX during the Gender Equality and Water Security Forum in June 2019 by strengthening the capacities of women belonging to Water User Boards. The General Directorate is opening spaces for the participation of women in water resource management, positioning women’s agendas and securing decision making positions in the Board agendas. The First Regional Meeting of Women Water Users in Piura followed the format successfully developed and executed by women in the Chancay-Lambayeque Water Users Board. Since 2001, the Chancay Lambayeque women water users held 14 regional meetings, exchanging experiences, improving their organizational knowledge, and strengthening their capacities to improve their participation and performance in water resource management. The Project presented on gender and women's participation in water governance, in which approximately 70 women were present. During the XIV Meeting of Users of the Chancay Lambayeque Valley, called “Sowing water in the watershed we reap life: the role of women users” approximately 120-150 women participated representing the User Commissions of Chongoyape, Ferreñafe, Pítipo, Capote, Reque, Monsefú, Chiclayo, Lambayeque, Mochumí, Muy Finca, Túcume and Mórrope. NIWS participated in this event via a presentation called "Gender gaps in natural infrastructure and water security and challenges for equality." Average sea level is 2 m. The village infrastructure includes public school, one hotel, other tourism facilities developing, fishing. The beaches are quite valuable with magnetite containing grey sand. BP has built and opened in 1999 Supsa Oil Terminal and Offshore Loading Facilityend point of the Baku‐Supsa western route oil pipeline with 4 reservoirs of 40,000 tones capacity each. Initial considerations In 2008 was completed implementation of the EuropeAid funded project EU funded project Environmental Collaboration for the Black Sea (see ECBSea, 2009),which supported ICZM pilot project, with objective of setting an example of spatial planning in support of the sustainable development of the local coastal community by maintaining natural environment and simultaneously enhancing economic potential of the community, contributing into improved incomes and living conditions for local people. Location selected for such a pilot project was Tskaltsminda village in Lanchkhuti Municipality, for which the integrated plan for sustainable development was elaborated (ECBSea, 2009). The Plans was approved by the Sakrebulo (Council) of Lanchkhuti Municipality in May, 2008. The objective of the public meeting with the local population was to jointly review the progress with the implementation of the plan, problems encountered and perspectives for future.
