DEPARTMENT OF HEALTH AND HUMAN SERVICES DEPARTMENT OF HEALTH AND HUMAN SERVICES Office of the Secretary Notice of Interest Rate on Overdue Debts Section 30.13 of the Department of Health and Human Services’ claims collection regulations (45 CFR Part 30) provides that the Secretary shall charge an annual rate of interest as fixed by the Secretary of the Treasury after taking into consideration private consumer rates of interest prevailing on the date that HHS becomes entitled to recovery. The rate generally cannot be lower than the Department of Treasury’s current value of funds rate or the applicable rate determined from the ‘‘Schedule of Certified Interest Rates with Range of Maturities.’’ This rate may be revised quarterly by the Secretary of the Treasury and shall be published quarterly by the Department of Health and Human Services in the Federal Register. The Secretary of the Treasury has certified a rate of 121⁄2 percent for the quarter ended September 30, 2007. This interest rate will remain in effect until such time as the Secretary of the Treasury notifies HHS of any change.
Community Meeting. During the final engineering phase, one project presentation will be made as a 24 part of a regularly scheduled community meeting. ENGINEER will prepare and setup display boards and 25 create PowerPoint presentations for meetings. If necessary, OUTREACH CONSULTANT will provide 26 projectors, screens and audiovisual equipment for the presentations. Community Meeting. Of the community-level activities, the community meeting was discussed the least among participants. The men in both I1 and I3 said that the community meeting contained no new information for them. They also said that it was good, though it seems they had hoped the meeting would bring them latrines. A man from I1 said, “It was good. If households are given more latrines, especially the bigger families, then people would have benefitted more.” The men from I3 said they had asked about what could be done for those who did not have latrines. They were told to, “go and meet the block development officer.” In both of these villages, the women focus group participants had either not attended the community meeting, or did not speak about it. In contrast, the community meeting in I2 was viewed as a vehicle of change. One woman said of the meeting, “We liked the idea that whatever we don’t like, we can make changes. If something is not clean, then we can clean it.” One woman said that of all the intervention activities she attended, she liked the community meeting most. The only thing participants did not like was learning that the intervention could not give them latrines after they had shared their problems of broken latrines in the meeting.
Community Meeting. An open meeting that is structured to solicit suggestions can help you take the pulse of the community and discover what their concerns are and what they hope to see in terms of results of the mapping exercise. Simply making an open call for a plenary meeting can bring many other benefits: • it gives the community a sense of ownership and contribution • it informs them about the nature of the process and how it will be carried out • it gives an indication of the level of urgency or interest • participants may raise issues or concerns of which you weren’t aware • it may bring respondents from sectors you hadn’t considered • the list of those in attendance can feed into your list of respondents At the meeting, don’t forget to include a sign-in list that asks attendees to note contact information and any affiliation with an organization. Be sure to have a mechanism to record comments and suggestions from those present. This can be an invaluable reference later on as you start to design the project. If you are leading the meeting yourself, ask someone to act as a recording secretary. The focus of Community Meeting #1 is housing and housing design standards. The meeting must be run as an interactive design workshop that presents and seeks feedback on the variety of housing types included in the Project Objective, considering location, types, and design standards. Consultant shall present the concept drawings as required by Project Objective (item 1.1a) to visually communicate the form of development. The concept of complete neighborhoods and transportation-efficient location must be addressed. Community Meeting #1 must be held as an online meeting, and include a live component and an online virtual workshop component that attendees can complete on their own time on a computer with internet service. The virtual workshop component must begin no fewer than two days after Community Meeting #1 and run for at least two weeks. City shall widely advertise Community Meeting #1, as directed by the PIP. City shall collect the contact information of participants at Community Meeting #1 who want to be on a project mailing list (email and post).
