Pupil-Teacher Ratio. Pupil-teacher ratio is an important aspect of an effective educational program, and it is further recognized that normally it is desirable to have a lower pupil-teacher ratio in the primary elementary level than the upper elementary level. Recognizing these considerations, it is agreed to continue the effort to keep class sizes at a level at which the teaching process can be conducted most effectively subject to the financial resources of the District, availability of building facilities and qualified personnel and the overall best interest of the District.

Pupil-Teacher Ratio. (a) Elementary - The Board shall attempt to maintain an average ratio on a system-wide basis of 30 to 1. When an individual class load reaches 35, the administration shall attempt to reduce this number, with the exception of activity classes such as physical education and music which shall be limited to a maximum of 48.

Pupil-Teacher Ratio. The pupil-teacher ratio (PTR) for the system shall not exceed the Ministry of Education Regulations on full time equivalent enrolment as of October 31st of each school year.
Pupil-Teacher Ratio. The District recognizes the need for classroom efficiency and will attempt to maintain a sufficient number of teachers, specialists, and aides to provide amply for all students. The District will continue to assume the responsibility of providing a wholesome atmosphere for teaching a situation that is conducive to the most effective learning by students. The Royal Education Association and the Royal School Board both desire to provide the best possible education for all students. To this end, the Association and the Board acknowledge that distribution problems in class loads exist which creates problems for both teachers and students. To this end, the Association and the Board pledge to work cooperatively to place students where they will be best served by the teachers, taking into account such problems as non- or limited- English speaking students. In particular, the faculty and administration at all levels shall work together to attempt to create schedules and class loads which maximize the opportunity for students through equitable distribution. The District agrees that the high school and middle school principals will be open to receiving staff input during the process of developing class schedules. Where agreement cannot be reached, the Board retains the right to make the final decision. The District will, where reasonably practical, distribute students proportionately between different sections of the same course or class. Distribution will be considered proportionate if the class size difference is five (5) or less students.
Pupil-Teacher Ratio. A. Pupil-Teacher Ratio (PTR) The parties agree that this section will not have force or effect until it has been renegotiated. A joint labor management committee will be formed to address the language and make a recommendation to the parties for inclusion into the contract. Each of the parties will appoint their own members of the committee and the committee shall establish a timetable to hold meetings with a goal of having a proposal by February 1, 2016. Staffing for the coming school year will be determined by the April 30 enrollment figures of the respective elementary schools. Secondary schools will use the April 30 enrollment figures of the incoming grade and the two continuing grades in each school. Upward staffing adjustments will be done on a 0.5 teacher basis using increases in pupil enrollment based on the staffing ratio for each school. The September 30 enrollment figures will be used to determine these adjustments. If enrollment declines after April 30, teachers may be transferred in whole teacher increments only. Insofar as possible, teachers shall be notified of this possibility before the end of school in June. No teachers shall be transferred unless they are notified by the third week in August. Extra help will be offered to a teacher who is transferred under this clause.
