POSITIONS AND VACANCIES. Section 6.1 The filling of all employee positions with the exception of the Chief Deputy Clerks in the office of the County Clerk, Supervisor of Assessments and Treasurer and the Secretary in the office of the State’s Attorney, shall be made by department heads as set forth in this Agreement based on seniority, ability and qualifications. If ability and qualifications are equal, seniority shall prevail.

The Employer agrees that, before permanently filling any vacancy in a position covered by this Agreement, notice of such vacancy shall be posted for seven (7) calendar days in such conspicuous places as may be designated by the Human Resources Services Division Manager.
