Most Important Updates for the Municipality. ‌ In Goals and Budget since 2021, there is a task to increase the pace of the climate transition so that the reduction of greenhouse gas emissions in Uppsala from 2021 will be 10-14% per year until 2030. The environmental impact of municipal activities will be reduced at the same time as the municipality promotes a lower impact among all of Uppsala's residents and companies. This means that the Uppsala Municipal Group is even more clearly given responsibility for reducing the climate impact in its activities and that even more emphasis is placed on collaboration with external parties such as civil society, residents, industry and academia. The Municipal Board has also decided to increase funding for 2022 to increase the pace of climate transition. The newly-formed goal is that the municipality shall focus on climate-positive energy supply, the expansion of solar energy and sustainable transport. Uppsala's climate work is wide-ranging and several other key processes have recently been initiated, including construction, clearer requirements in procurement, recycling, electrification and charging infrastructure, to name a few. An action plan for mobility and traffic is under development and policy preparation with planned adoption in 2021. The program is based on the goal of 100% sustainable travel by 2050. Most Important Updates for the Municipality. ‌ This is Växjö's second consecutive Climate City Contract. The main features of the two years' versions are the same in terms of structure and how the contract relates to governing documents and objectives, as well as how it is anchored in management. The biggest obvious difference is that two headings have been added under the municipality's commitments in the contract - 3.8 Climate adaptation and 3.9 Climate-smart mobility. Mobility issues are described already under the municipality's strategy 3.2.2 and are therefore not in themselves new. In 3.1, we clarified the structure from Växjö's vision down to the governing documents, so that it is easier to understand the context in which the Climate City Contract is being implemented

Järfälla has begun to draw up a new Comprehensive Plan, in which the goal of climate neutrality permeates several elements. For example, analyses of the current situation and trends have been carried out, and 15 principles for sustainable development have been formulated that will form the basis for the Comprehensive Plan. A sustain- ability assessment of the Comprehensive Plan will begin in 2023, where the climate issue will be an important focus area. Järfälla’s Environmental Plan has been revised with new goals in the climate area in line with the Municipality’s ambition of a climate-neutral municipality by 2030. The plan is expected to be adopted in late 2022. Järfälla’s new electrification strategy has been adopted, with measures and goals for accelerated electrification. The Environmental Plan is being revised to include the 2030 Agenda goals with implementation of the carbon budget as the starting point.‌ Several of the Municipality’s new climate-related steering documents are being followed up to ensure progress is being made. Action Plan for Climate Neutral Barkarbystaden 2030, which was adopted by the Municipal Board in late 2021, has started to be implemented and several of the proposed measures have com- menced, such as the establishment of an energy network for housing associations and certification of new, municipal buildings in accordance with Sweden Green Building Council’s NollCO2 net zero scheme. In autumn 2022, the wooden building strategy is being followed up for the first time since adoption. The strategy aims to increase the use of wood and other innovative climate-smart materials, at the same time as the Municipality’s internal competence in wooden construction increases. When allocating land in Järfälla, the Municipality requires that the building must, as a minimum, achieve the Sweden Green Building Council’s Miljöbyggnad silver standard or equivalent, and several municipal buildings are being planned in accordance with the Council’s NollCO2 net zero certification. The goal of climate neutrality has also been integrated into a land allocation compe- tition for two quarters in Barkarbystaden, whereby the winning entries fulfil Järfälla’s ambitious aims to develop city quarters that contribute to a sustainable, well- designed living environment. Most Important Updates for the Municipality. This is Xxxxxx’x first Climate City Contract since its declaration of intent with Viable Cities in 2021. Over the past year, a cross-sectoral organizational structure has been created with the aim of establishing optimal conditions for speeding up the climate transition at a local level in Kalmar. Internal and external steering committees have been appointed and a number of group-wide thematic working groups have been formed and meet regularly. The Municipality has started to gather data on existing GHG emissions, which is crucial to the next step of drawing up a climate investment agreement and carbon budget for Kalmar as a geographical area. Meetings have been held with civil society players and a dialogue has been initiated with business, and the aim is to formalize the collaboration in 2022. Kalmar’s partnership agreement with Linnaeus University has increasingly tended towards financing research and development in the areas prioritized under Climate Neutral Kalmar 2030. When it comes to tangible initiatives and investments to reduce Kalmar’s climate impact, a series of ideas and proposals are on the table. Work to crystallize, anchor and identify funding will continue in future years.

A climate action plan has been developed in the framework of climate-neutral Barkarbystaden 2030, with concrete measures for how Barkarbystaden can contribute to the goal of a climate-neutral city. The action plan will be up for a decision in early 2022 and will also be taken as a governing document for further work done in the proposed budget.

Most Important Updates for the Municipality. During the year, the City of Gothenburg has further developed a climate transition function and through the function it has established ongoing city-wide work on climate transition. The group of directors linked to the function has been expanded. The group now includes directors or CEOs from the Environment Administration, Business Region Göteborg, Göteborg Energi, Port of Gothenburg, Renova, Förvaltnings AB Framtiden, Gryab AB, Stadshus AB, the Eco-cycle and Water Administration, and the City Planning Authority. The intention has been to adapt the group of directors so that its compo- sition reflects the need for a mandate to lead and control the change that is most relevant at a given time. A working methodology has been developed and close relationships have been established with strategists at the companies and adminis- trations that participate in the climate transition function’s work.‌‌ The direct result of the first year’s work is that • an analysis of the City’s transition risks has been conducted; • an overall transition strategy has been formulated based on this analysis; • discussions have been held into central strategic choices at company and committee level, and on how they can be developed further; • a number of important strategic investments have been identified, which link to the transition of the fuel industry in the city, to a large-scale and sustainable expansion and renovation of the city, and to the broader transition of the energy system. • Based on this work, a scenario-based Climate Investment Plan has been devel- oped, which has also explained the need for new collaboration spaces with government agencies. In addition to work on establishing a climate transition function, work on developing and implementing strategies in the Environmental and Climate Programme has progressed. The Climate Neutral Gothenburg 1.0 project has also been completed and the conclusions of this work have been drawn and packaged in Climate Neutral Gothenburg 2.0, which is continuing further.

Most Important Updates for the Municipality. At the end of April, the City of Helsingborg was selected as one of 100 European cities to be part of the EU Mission: 100 Climate-neutral and Smart Cities by 2030. As a result of that, the City raised its level of ambition for climate work, and is now aiming to achieve climate neutrality by 2030, rather than 2035 as stated in the current Climate and Energy Plan. During autumn 2022, the City and companies are following up the Climate and Energy plan. This is the second time the plan is being followed up, something which happens every two years. The ambitions in the plan are followed up with open data, combined with statistics provided by municipal enterprises and administrations. In addition, all administrations and companies report which activities they have carried out linked to the actions in the plan. The follow-up of the Climate and Energy Plan shows how the City is progressing rela- tive to the ambitions set in the plan. The results therefore provide an important basis in efforts to prepare a new Climate and Energy Plan, a process that will begin in 2023.

The City of Malmö consequently has updated and ambitious goals to work with together with the players we mobilise in Climate Transition Malmö. Sweden's first local Climate City Contract was launched with a fantastic response from industry, academia and civil society in Malmö. The first climate contracts are now being drawn up together with key players and will be signed before the turn of the year. The City of Malmö has reorganised itself to be able to support the transition in an efficient and sustainable way. The central transition function Climate Transition Malmö has been set up and works in an integrated manner both horizontally and vertically.

This makes the Climate City Contract easier to follow up and update. For example, the Municipality of Enköping will continue to work on a climate investment plan that will be completed in 2022. But a carbon budget will also be drawn up in 2022 together with our partners. In 2022, a new and extensive effort will start on equipping Enköping with structure and knowledge that increases the ability for innovation and transformation. This skill is needed both in the internal climate transition efforts and the interaction with external players.
