Early Childhood Education. E-1 Early Childhood Education Service Delivery Contractors must use an early learning framework to plan developmentally appropriate early childhood education. This framework informs the environment, daily routine, curriculum, adult-child interactions, guidance, screening and referral, assessment and individualization, and parent-teacher conferences. Contractors must provide a minimum of 320 hours per year of direct early childhood education services, in no less than 30 weeks. During these hours, contractors must have:  A lead teacher present.  A second staff person who meets lead teacher or assistant teacher qualifications, if more than ten children are present.  Additional staff as necessary to ensure safety and an effective learning environment for all enrolled children.  A minimum 1:10 adult/child ratio.  No more than 20 children per class/group.  A minimum of 2.5 hours per class session. In wrap-around programs that offer full-day childcare with part-day ECEAP, contractors must specify which hours are ECEAP hours. All ECEAP Performance Standards must be in place during those hours. Naptime and daily transportation to and from the classroom do not count as part of the 320 early childhood education hours.

Early Childhood Education teachers assigned to a Child Development Center shall be required to remain on site for seven (7) hours and thirty (30) minutes a day, exclusive of a minimum thirty (30) minute, duty-free lunch period, with the balance of duties and responsibilities as assigned, including a thirty (30) minute preparation/relief time.

Stat. § 122A.26, subd. 2 (2013), a license that is required for an instructor in a Community Education Program shall not be construed to bring an individual within the definition of a teacher for the purpose of the continuing contract law. Early Childhood Education. PLAN An individual plan for early childhood education is prepared for every child and evaluated regularly during day care. The plan gives careful consideration to the child’s well-being, interaction and cooperation between home and the day care centre. When necessary, the child’s early childhood education plan is supplemented by a plan for special support and a plan for medical care. Early childhood education plan for a child in a foreign language includes an integration plan, Finnish as a second language plan and parts and objectives of the early childhood education plan. If the child transfers to another day care centre in Tampere or preschool education, the child’s early childhood education plan and the matters covered in this day care agreement will become the responsibility of the new centre or preschool. TRANSFER OF INFORMATION Day care staff is obligated not to disclose any information about your child and family to third parties. Day care staff includes also the special teacher of early childhood education. Partners of day care in matters concerning the child include other actors of the City of Tampere: day care centres or family day care as well as a special kindergarten teacher, basic education, morning and afternoon activities for schoolchildren, primary health care (child welfare clinic) and speech therapy, family counselling centre, and child protection, the police and the reception of refugees in the region. During day care centre's closing periods the copy of the care agreement will be sent to the day care centre on call. On the basis of section 17 of the Act on the Status and Rights of Social Welfare Clients (812/2000), day care has the right to provide essential information to other social welfare authorities or to an authority performing social welfare tasks by order of day care or to another authority irrespective of parental consent, if the information is needed to organise the care, control or education of the child and the information is necessary for the benefit of the child.
