Collection Standards. A. Implementation of services. Contractor’s implementation of the services required by this Agreement shall occur in a smooth and seamless manner so that Customers and/or Generators do not experience disruption in Collection services when services are initiated on the Commencement Date. Contractor shall be responsible for managing implementation of new Collection services and other related services.
Collection Standards. 589 6.2.1 Instructions to Customer 590 FRANCHISEE shall instruct Customers as to any preparation of Construction and Demolition Debris 591 necessary prior to placing for Collection. FRANCHISEE shall, in written form, inform all Customers as to 592 the Construction and Demolition Debris that can be placed for Collection and any Unpermitted Materials 593 not allowed for Collection.
Collection Standards. There shall be no limit to the number of recycling bins including the Recyclables Cart or to the quantity of Recyclables that a household may place at the Curbside for collection. Residents have the right to purchase additional recycling bins or to set out other containers which are clearly marked for recycling collection. The Contractor shall collect from the Recyclables Cart and all recycling bins that have been placed at the Curbside for collection and shall place emptied recycling bins upside-down to prevent the bins from blowing about. No sticker shall be required for the recycling bins or Recyclables Cart. Residents may also place Recyclables that do not fit into the recycling bin(s) or Recyclables Cart directly adjacent to the bin(s) or Recyclables Cart for collection by the Contractor provided that such materials have been properly prepared for collection. The Contractor shall be required to provide a tagging system for Recyclables that are not collected. The tagging system must provide a simple explanation as to why the Recyclables were not picked up, including, but not limited to the following: contaminants; improper preparation; materials not accepted in program; or some combination thereof. Recyclables that were rejected shall be returned to the bin or Recyclables Cart and not be left on the street or parkway areas. The Contractor’s drivers will be instructed to call Customer Service when residents have failed to put out their Refuse and Recyclables when drivers have arrived to serve their Residential dwelling units. A copy of the call will be kept in the Customer Service notes as a “Haul or Call” note explaining why the resident was not picked up. This procedure also applies to sorry tags noted in the previous paragraph, including the reason why driver failed to service the resident. The Contractor will also be responsible for cleaning up any Refuse, Recyclables, or Yard Waste that has spilled as a result of the collection process.

Contractor shall place the Containers 464 upright with lids properly secured. 465 Contractor, at the request of Customers, may provide special services including: (i) unlocking 466 Containers; (ii) accessing Container enclosures with a key; or, (iii) pulling or pushing Containers 467 to the Collection vehicle. Contractor may charge Customers for extra services at the Rates 468 approved by Agency for such services.
Collection Standards. In order for an approved Yard Waste Container to be collected, each Yard Waste Container must be properly stickered, which shall mean that it has a pre-paid Yard Waste sticker exclusively supplied by the Contractor securely and visibly affixed thereto. There shall be no limit on the number of containers placed out for collection by a given household, provided all Yard Waste Containers are properly stickered with the appropriate Yard Waste stickers. The Contractor shall be required to provide a tagging system for any Yard Waste Container that does not get collected. Each tag or label must provide a brief explanation as to why the material was not collected, including, but not limited to, wrong sticker attached; no Yard Waste disposal sticker; use of plastic bags of any kind; branches not bundled; Bundles are in excess of the six (6) foot length requirement; bags contain unacceptable material, such as Refuse or dirt; container overweight; and the like. The Contractor’s drivers will be instructed to call Customer Service when residents have failed to comply with Yard Waste requirements. Contractor shall use due care to prevent spills or leaks of material placed for 484 Collection, Used Motor Oil, fuel, and fluids while providing services under this Agreement. If any 485 materials are spilled or leaked during Collection and Transportation, the Contractor shall clean 486 up all spills or leaks before leaving the site of the spill. 487 Contractor shall not transfer loads from one vehicle to another on any public street, unless it is 488 necessary to do so because of mechanical failure, hot load (combustion of material in the truck), 489 or accidental damage to a vehicle. 490 Contractor shall cover all open Drop Boxes at the pickup location before Transporting materials 491 to the Approved Facility. 492 Contractor shall conduct public outreach and staff training to Customers on best management 493 practices for litter abatement at no extra charge to the City when no additional direct expenses 494 are incurred by Contractor that are outside the scope of the Public Education and Outreach 495 Program as described in Exhibit C. If requested outreach and staff training would result in 496 additional direct expenses to Contractor, City shall be notified. If City decides to pay direct 497 expenses, Contractor shall conduct activities for no additional charge. If City does not agree to 498 pay direct expenses, Contractor shall be under no obligation to provide the requested services. 499 Such best management practices include, without limitation: 500 • Closing Container lids and right sizing service: Contractor staff will tag overfull 501 containers with “reminder stickers,” which will serve as outreach and education to the 502 Customer. Photos of the container will be taken by drivers, attached to the Customer’s 503 account, and will be available to outreach and Customer service staff in order to 504 demonstrate to the Customer where a problem exists. 505...

Contractor shall be 1412 responsible for managing implementation of new Collection services and other related 1413 services and shall do so in accordance with the Implementation Plan prepared by the 1414 Contractor and incorporated into this Agreement as Attachment L. 1415 B. Collection Standards. 4.1 8.02.G Collection Standards, Collection of Excess Materials (Overages). Section 8.02.G shall be amended to read as follows: Contractor shall direct its employees to Collect an Overage on two (2) occasions each Rate Year at no additional cost to Customer. Contractor must provide a notice to Customer documenting the Overage in order to count the Overage Collection towards the (2) per Rate Year for each Customer. Customers that place an Overage for Collection for a third and subsequent events may be assessed an Overage fee by Contractor if Contractor has directly contacted the Customer via a phone call, voice message or other means of communication to notify them of the Overage Collected. Contractor shall bill Customer for a third and subsequent Overage events at no more than the Agency-approved Maximum Rates specified in Attachment Q. Contractor shall provide Customers the opportunity to request an Overage Collection service in advance. In such case, Contractor shall bill the Customer at no more than the Agency-approved Maximum Rate specified in Attachment Q. Contractor shall provide Customers the opportunity to subscribe to Overage Collection service, in advance, or purchase Overage tag(s) from the Contractor. Each Overage tag permits the Customer to set out one (1) thirty-two (32) gallon garbage bag of Solid Waste next to their Solid Waste Container on the Customer’s regularly scheduled collection day, for Collection by Contractor. Contractor shall provide Customers the opportunity to purchase Overage tags through its Customer service department or electronically via Contractor’s website. Contractor shall mail or deliver Overage tags to Customers within three (3) Business days of Customer’s request. The Maximum Rate for Overage tags is specified in Attachment Q and includes all aspects of purchasing the tags, printing, and distribution (i.e., mailing or direct delivery by Contractor). Customers shall also be provided the opportunity to purchase Overage tags at Contractor’s local office. The quantity of Overage tags per request from Customer shall be limited to five (5) per request. If the Agency and/or Contractor receive numerous Complaints (as determined by the Agency) from Customers regarding Customer dissatisfaction with the requirement to purchase Overage tags, the Agency reserves the right to require the Contractor to modify its Overage program to better serve its Customers and/or require the Customer to subscribe to additional Collection service.
