For the purposes of this section, hours worked includes any paid absences, such as vacation, paid sick leave, etc., and includes unpaid time off only for either approved worker’s compensation leave or military leave supported by military orders. The required hours do not include any time worked in addition to those hours normally scheduled, such as paid overtime. Unpaid hours, except those previously exempted will be deducted from the required hours to be met whenever a period of continuous unpaid time off exceeds two calendar months. In such circumstances, the entire period of leave will not be counted as time worked toward meeting the requirement.

Covered employees who enter a classification at the first pay step shall advance to the second step within the classification upon completion of two thousand eighty (2080) hours worked (exclusive of overtime), including paid holidays and other paid time off and to each successive step upon completion of an additional two thousand eighty (2080) hours worked (exclusive of overtime), including paid holidays and other paid time off, until the maximum salary rate is achieved.
