JOB POSTING AND BIDDING PROCEDURES. Section 1. Whenever the Employer determines that a permanent vacancy exists within the bargaining unit, a notice of such vacancy shall be posted on the Employer’s bulletin boards in all facilities and elsewhere for a period of seven (7) days. No posting shall be made until after the Union is given a copy. Applications will be considered from both internal and external applicants. During the posting period, anyone wishing to apply for the vacant position(s) shall do so by submitting a written application or bid slip to the Employer. The Employer shall not be obligated to consider applications submitted after the seven (7) day period has expired, or who do not meet the minimum qualifications for the job as determined by the Employer. Qualified internal applicants will be given consideration only if they have continued to demonstrate satisfactory performance. Probationary employees and employees who have served in a position for less than twelve (12) months will be considered only at the discretion of the Employer.
