Criteria and Procedure. Subject to its reasonable operating needs and priorities, the Employer shall make a reasonable good faith effort to grant an application for leave of absence without pay not to exceed six (6) calendar months. Such leave shall not be approved for an employee for the purpose of accepting employment outside the service of the Employer; and proof that the employee has accepted employment or entered into business may be accepted by the Employer as a resignation.

Criteria and Procedure. (a) Leave of absence without pay, not otherwise protected by law, not to exceed 90 calendar days may be granted upon establishment of reasonable justification therefore in instances where the work of the department will not be seriously handicapped by the temporary absence of the employee. Requests for such leaves must be in writing. Normally such leave will not be approved for an employee for the purpose of accepting employment outside the service of County. Such leaves may be renewed or extended upon request and at the discretion of the County Administrator.

The employee will apply for a three-month leave of absence without pay that cannot be revoked by the City once approval is given. Within the first three-month period, the employee may apply for an additional 3 months. Once approval is given for the second three months, the City may terminate or cancel such leave by 30 days written notice mailed to the address given by the employee on his written application for such leave. If an employee is granted leave without pay for a period of 15 consecutive calendar days or longer, and thereby does not work the required hours to qualify for health insurance, the employee will be eligible to pay for COBRA continuation of City insurance coverage, or may go without insurance; in such case, the employee acknowledges that coverage may be limited upon return to work following the leave of absence.
