Conclusions and recommendation. There is a strong case for change in East Renfrewshire where our vision for health and care in Eastwood, driven by national polity and local commitment, requires investment in a new Health and Care Centre, to enable for further integration of health and care along with wider council and third sector services. A new facility would provide a range of health and social care services for the population of Eastwood under one roof and would be more accessible than the range of current facilities from which we operate. The building would afford the opportunity to provide modernised health and social care facilities and would be a more cost effective use of resources by consolidating the health and social care services currently provided from a range of premises into one building and by replacing a number of buildings which are not fit for purpose. The purpose of the project is much more than the simple replacement of the existing facilities. This is an opportunity to facilitate a fundamental change in the way in which health and social care is delivered to the people of Eastwood, which has a significantly ageing population. Our underlying aim is reshape services from a customer’s point of view. Health and care services will develop and grow through partnerships and co-operation between the people who use our services, their carers and families; council and other public sector services, voluntary organisations and other providers to ensure a person -centred integrated service. General medical services will be at the core of service provision, and by providing universal access to health care will continue to perform a vital role in signposting to other services within the CHCP and beyond. Services will be wrapped around GP practice clusters to ensure patients are supported with management of long term conditions, maximise their independence and are enabled to live in their own homes and community. Practices will in collaboration with other health and social care identify those people with LTCs who are at highest risk and provide appropriate anticipatory responses to their care needs. A key objective will be integrated working which will aim to reduce unnecessary admissions to hospital. East Renfrewshire CHCP is an integrated health and social care concurrent partnership. Conclusions and recommendation. 3.27 The Committee recognises the importance of international cooperation in combating transnational crime and strongly supports the establishment of a framework which will ensure Australia and the UAE can provide and receive timely assistance in accordance with clearly defined and mutually agreed terms. However, the Committee remains concerned about the adequacy of the current arrangements for ensuring that police-to-police cooperation and other information exchanges outside formal Mutual Assistance Arrangements, including intelligence sharing arrangements, do not expose Australian citizens to the death penalty.
Conclusions and recommendation. The Clear Creek Systems (CCS) package plant treatment system is operating successfully and is reducing the contribution of contaminants to Aliso Creek. However, it is difficult to determine the CCS installation’s contribution to the reduction in postings at the Aliso Beach. Due to the high degree of effectiveness in eliminating bacteria, this project is clearly headed in the right direction and it is recommended that the operation be continued. However, additional steps are needed to increase the effectiveness of this system. First, pursue regulatory permit approval to follow Maintenance and Operations Divisions staff recommendations to clean up the habitat immediately downstream of the treatment outlet pipe by removing dead and decomposing vegetation; second, that trash removal should be scheduled after end of each storm season; and third, that overhead screening of the outlet structure discharge basin be installed to help lower water temperature and limit the amount of organic matter in the storm drain outlet basin. These suggestions will be implemented pending available budget and manpower. The data in Table 4 suggest that there are sufficient nutrients in the riparian habitat and the creek sediments to support the bacterial regrowth. One way to reduce the regrowth potential is to reduce the travel time and distance for the effluent through the habitat might be to locate the treatment unit closer to the receiving water. To reduce the impact of the potential regrowth of bacteria it might be necessary to locate a larger capacity treatment system near the Pacific Coast Highway just inland of the Aliso Beach. Additional source control BMPs should be installed at the tributaries to Aliso Creek where the 13225 directive monitoring efforts indicate that the concentration of bacteria is high. Fecal matter from water foul has a significant impact on the water quality at all of the beach outlets at the Orange County beaches. Effective beach outlet maintenance management must include regular elimination of outlet ponds before they become attractive resting places for the shore birds.
