Test Resources. Test resources such as facilities, equipment, and personnel necessary to complete in-orbit testing shall be identified, including both Contractor- and Purchaser-provided resources, and, pursuant to the SBN/SBAS Contract, Contractor-provided resources shall include the ground based beamformer for IOT to validate the overall system performance.

Test Resources. Preparation The Contractor shall be responsible for the details of coordinating and funding a suitable venue appropriate to the test group expected and acceptable to HFD and the HR Classified Testing Division. For the Captain promotional process, there may be up to 1,100 persons, for the Senior Captain, there may be up to 450 persons. The Contractor will consult with the HR Classified Testing Division to obtain recommendations, feedback, and final approval on venues prior to committing to contractual and financial obligations to secure and pay for venues. With cooperation from HFD and the HR Classified Testing Division, the Contractor shall be responsible for coordinating locations and times for all activities that are associated with the development or administration of these exams and that are associated with other exam related activities as required (Subject Matter Expert (SME) meetings, appeals, rebuttals, book committee meetings, etc.). The Contractor shall be responsible for coordinating the facilities, monitors, proctors, and security for all phases of the written tests and Assessment Centers. The Contractor shall provide a minimum of one monitor/xxxxxxx for each 20 candidates, or portion thereof, taking the written tests. The Contractor shall be responsible for the proper training of proctors and will be accountable for all activities of monitors/proctors and subcontractors, to ensure the integrity of the testing process. Any incidents of honor code violation or improper behavior should be identified and investigated by the Contractor and be provided to HFD. All test booklet materials for the tests shall be provided by the Contractor. The Contractor shall be responsible for providing high quality #2 pencils with good quality erasers, answer sheets, and shall provide at least two electronic test-grading machines. Six (6)-foot tables shall be utilized as often as possible, with no more than two (2) candidates seated at each table under normal circumstances. Additional spacing may be required as deemed by the City, the venue being used or other governing mandates.
