Extended Xxxxxx Care. Period of time Non Minor Dependent (NMDs), 10 defined in Subparagraph 4.18 below, are eligible to receive support services 11 pursuant to AB 12.
Extended Xxxxxx Care. Introduction AB 12 and subsequent legislation provides a system for providing probation and child welfare youth access to the Extended Xxxxxx Care (EFC) Program. The EFC Program allows xxxxxx youth, including eligible probation wards, to continue in xxxxxx care after age 18 to receive xxxxxx care benefits (Aid to Families with Dependent Children-Xxxxxx Care (AFDC-FC) payments), and services. The young adults remain under the jurisdiction of the Court, supervision of the county, and must reside in eligible licensed or approved placements to receive AFDC-FC. These young adults are referred to as Non-Minor Dependents (NMDs). AB 212 allows for and determines how wards of the Court can participate in the EFC Program. Eligible minor wards can transition to Welfare and Institutions Code § 300 dependency status or Welfare and Institutions Code § 450 transition jurisdiction status at the time their delinquency jurisdiction is being terminated to allow them to remain in xxxxxx care and participate in the EFC Program after reaching 18 if they also meet the eligibility criteria for EFC. EFC participation The NMD can participate in EFC if he/she meets the eligibility requirements and participation conditions for EFC. An NMD under transitional and dependency jurisdiction has all the decision making authority of a legal adult including the right to make all decisions regarding educational rights, health and mental health treatment and records. The young adult may opt out of EFC at any point and opt back in if the other eligibility criteria are met. Initial or subsequent opting out does not change the supervising agency determination. Participant Conditions Once the young adult agrees to a supervised placement in an approved home and completes the necessary paperwork, he/she must meet at least one (1) of the following participation conditions: Complete secondary education or a program leading to an equivalent credential Enroll in an institution which provides post-secondary or vocational education on, at least, a half-time basis Work at least 80 hours per month Participate in a program or activity designed to promote or remove barriers to employment Have a disability that prevents the youth from doing any of the above, including a short-term or long-term medical condition, and/or receive Supplemental Security Income (SSI), State Disability Insurance (SDI), Regional Center Services or Social Security Disabled Adult Child benefits. Finding xxxxxx parents for youth ages eighteen (18) to twenty-one (21) in Extended Xxxxxx Care) has been identified as one of the greatest recruitment challenges in Washington State, with every local office in need of targeted attention. CA seeks xxxxxx parents who can commit long-term to these youth, serving also as a coach or mentor to support the youth moving to independence.
Extended Xxxxxx Care. FOSTERING CONNECTIONS PROGRAM A. Extended Xxxxxx Care, also known as the Fostering Connections Program, allows eligible adults, including youth in tribal care, to remain in xxxxxx care until age twenty-one (21) to support their transition to adulthood, advance outcomes in permanency, housing, education, and financial stability by providing enhanced services and supports. An eligible adult for Fostering Connections is determined by the AGENCY using established State and Federal regulations. The Fostering Connections Program is being rolled out over a three (3) year period beginning with youth who are eighteen (18) and then adding eligible nineteen (19), twenty (20), and twenty-one (21) year olds over the next three fiscal years.
