Stronger Communities. The Safer and Strong Communities theme has made excellent progress. This positive progress was acknowledged by the Audit Commission inspectors in their report on the Safer Lambeth Partnership in December 2007 which concluded a good service was being delivered with promising prospects for improvement. Performance is measured against 41 indicators out of 43. Overall, 54% of the theme indicators achieved or exceeded the first year target and 2 indicators have been rated high risk. Two of the theme indicators were identified as cross-cutting and reported in other theme outcomes. These are therefore excluded from this calculation. Overall 21 of SSC theme performance indicators improved compared to the baseline year. Economic Development and Enterprise Progress has been slower in the Economic Development and Enterprise theme. The EDE theme Performance is measured against 28 indicators out of 29. One indicator (EDE17) was identified as a duplicate. Overall, 47% of the theme indicators achieved the first year target and 13 indicators showed an improvement with only three indicators deteriorating against the baseline year. There are data collection issues around reporting education qualification borough-wide. The six indicators without data have therefore been rated high risk. STRETCH TARGETS Number of Stretch Targets indicators 'with reward' by Risk Rating Xxxxx Xxxxx Red There are 11 stretch target indicators. Of these stretch target indicators, 8 (73%) have achieved the first year key milestone targets and are risk rated ‘Green’. Two indicators are slightly below target and are risk rated ‘Amber’ and only one indicator has a high risk rating. The following three indicators performing below target are:- HCOP18 - The number of older and disabled individuals, and their carers, assisted in successfully claiming new or increased levels of benefit(s), as a result of benefit take up campaigns has been risk rated ‘Amber’ by the department.
Stronger Communities. SSC2 – Reduce the proportion of adults who re-offend The methodology for measuring this indicator is based on the overall probation caseload population rather than those identified as needing Basic Skills training who are subsequently referred. Engagement levels of offenders referred by the Probation Service were low due to low motivation levels among the offending population and recovery action taken with Basic Skills champions did not significantly improve performance. The resulting 37 awards out of 2121 clients (1.7%) is below target. Awards are disproportionately much lower than the overall caseload because referrals are based on assessment of need. Measuring awards against the overall probation caseload is misleading as only those clients identified with Basic Skills needs are referred. So awards will always be proportionately much lower than the overall caseload. Analysis shows 37 out of 349 clients (11%) referred to colleges achieved an Award. SSC8 – Percentage of residents reporting feeling fairly safe in their area during the day Performance has deteriorated by 3% compared to the baseline year and is 5% below target. However, this change in resident perceptions is not statistically significantly compared to the baseline year (2005). Xxxxxxx’x outturn of 80% from the 2007 Residents’ survey exceeded the London average of 79%, and Inner London average of 78% (measured using the same methodology via London Councils’ ‘Survey of Londoners’). SSC9 – Percentage of residents reporting feeling fairly safe in their area after dark Residents feel less safe in Lambeth after dark in 2007 compared to the baseline measure obtained via the equivalent survey in 2005. But the 2007 figure of 45% feeling safe is on a par with that of residents from across London, 46%, and Inner London, 46% (measured using the same methodology via London Councils’ ‘Survey of Londoners’). Fear of Crime Strategy and Action Plan is in place to improve perception of Lambeth residents. There is PFI funding of £17.5 million to improve street lighting. SSC38 - Percentage of non-decent RSL homes The drop in performance between 05/06 and 06/07 was due to the stock transfer of Clapham Park which had a very high proportion of non-decent homes. Other stock transfers could have a similar effect on this indicator. Economic Development and Enterprise EDE8 - Increase the number of offenders gaining Level 2 There is no system in place to effectively capture this information. There are data collection a...
