The parties recognize that education, curriculum and staff to a large part depend upon the resources available to the Board as provided by the public and the State of Michigan, and in accordance with this realization understand that in some instances it may be necessary to reduce the educational program, curriculum and staff. Therefore, it is hereby recognized that it is within the discretion of the Board to reduce the educational program and curriculum. Further, in order to promote an orderly reduction of personnel when the educational program and curriculum are curtailed it is agreed that in the event a reduction in personnel shall become necessary, the Board may lay off teachers with valid contracts during the school year according to its policy and procedures.
