Development Strategy. Within one (1) year after the Effective Date or at such other time as the Parties may mutually agree, the JDC will prepare for the JSC’s review and approval an overall development strategy for the Product in the Field in the Territory, including the CKD Indications for the RoW and any other indications (or other life cycle management) the Parties are considering to develop (or conduct) throughout the Territory, which strategy will include anticipated dates (estimated based on the date of completion of certain development events) for preparing detailed descriptions of applicable events for inclusion in an amended Development Plan (the “Development Strategy”). The Development Strategy will include reasonable timeframes for any additional indications (i.e., in addition to the CKD Indications) to be developed hereunder, with the understanding that not all such indications will be developed concurrently.

The Government of Azerbaijan has set improvement of road infrastructure as one of the priorities in two state programs: (i) State Program on Poverty Reduction and Economic Development (SPPRED), and (ii) State Program on Socioeconomic Development of Regions. Development Strategy. The Lessee’s strategy for developing the Leased Premises’ Wind Resources, including, but not limited to, the number of turbines to be installed, the capacity of each turbine, the total capacity for the project (totaling a minimum of 150 MW), the type and manufacturer of the turbines, the location of each turbine within the Leased Premises, and the reasonable amount of Retained Acreage required by each turbine and the Improvements collectively.
Development Strategy. The government adopted a National Development Strategy for the period 2004-2007. It is a multi-sector approach, identifying objectives and related activities. This plan is implemented by the individual ministries, who prepare an annual up-date examining progress made and the approach for the following year. The strategy contains six key policy areas: economic growth; fair distribution; public sector performance, equipping people to manage change; conservation of physical assets and sustainable use of financial reserves by the ministries. Government has instituted a number of reforms including the adoption of results based planning and budgeting. Reforms to the public sector include placing permanent Secretaries on performance based contracts. In 2005 the Government established the Strategic and Risk Management Unit in the Office of the President to address core development issues. This unit coordinates the implementation of the Population Policy and the Climate Change Policy and Strategy. Government is also formulating strategies in key sectors including the education and health sectors. The later strategy should be assisted by the EU funded Improvement of Health Services to Outer Islands Project. The government is exploring the concept of growth centres as a way of addressing migration and outer island development. Under this concept Kirxxxxxxx and two islands in the Gilbert group will be given special attention and developed to provide services similar to those available on South Tarawa. Fishery specific elements of the strategy are covered in section B.
Development Strategy. Cascadia Partners will conduct an analysis of the preferred alternative (plan) and develop implementation strategies utilizing information from the Analysis and Evaluation and Scenario Modeling tasks. This information, along with recommendations from other members of the consultant team, will be incorporated into the implementation section of the Draft Preferred Plan, and will include: o Absorption Analysis: Cascadia Partners will convert the population and job projections produced in Task 2 into an annual estimate of the rate of absorption for housing and space. Understanding how fast the market can likely build and sell/lease homes and employment space has a major impact on the location, mix, and size of project phases; o Phasing Plan: With the benefit of the Absorption Analysis, Cascadia Partners will advise the project team on potential starting locations and the scale and speed at which phases can be contemplated. Close coordination with the engineering team will be important to understand the infrastructure cost considerations of any phasing as well; and o Infrastructure Financing Strategy: Financing public infrastructure is often the single most costly hurdle facing the development of new neighborhoods of this scale. Many large scale projects suffer financial ruin due to a miscalculation of phasing scale, timing, and associated infrastructure costs. Several tools exist for the financing of public infrastructure and should be established (or at least contemplated) at the same time as the master planning itself.
