Consistency with Comprehensive Plans. Currently, Neenah maintains a Comprehensive Plan developed under Wis. Stat. § 66.1001 entitled “Town of Neenah Comprehensive Plan 2009-2029.” Xxxxxxx maintains a Comprehensive Plan developed under Wis. Stat. § 66.1001 entitled “Town of Xxxxxxx Comprehensive Plan 2016- 2036.”. This Plan is consistent and compatible with existing plans, ordinances, codes, and statutes. The Plan was developed in recognition of the multiple jurisdictions with an interest in the Cooperative Plan Area. This Plan will allow the Parties to move forward in planning for the delivery of services to their respective areas so that there will not be competition between the Parties, property owners, and developers.

The plan was updated in 2011 and accounts for development through the 2020 Land Use Plan. Additional updates will be needed to the plan as growth progresses in the community”. The Municipalities have determined that the provisions of this Plan are consistent with the respective Comprehensive Plans of the Town and Village, copies of which have been submitted to the Department. The Town of Lisbon Comprehensive Plan contemplates the use and implementation of Cooperative Plans adopted by the Town of Lisbon and submitted to the Department for review and approval in accordance with the provisions of Sec. 66.0307, Wis. Stats. The Comprehensive Plan acknowledges that among the purposes of such a Cooperative Plan is the adjustment of boundary lines between adjoining municipalities, and the provision of shared services. The Town’s Comprehensive Plan at page 28, Exhibit F, notes that the validity of the 2002 Agreement between the Town and Village “is in some question”, and accordingly recommended to the Town Board that the Town should investigate the possibility of building upon the existing agreements to form a Cooperative Boundary Agreement with Merton pursuant to the provisions of Sec. 66.0307, Wis. Stats. This Plan, then, is consistent with the Town’s Comprehensive Plan as required by the provisions of Sec. 66.0307(3)(c), Wis. Stats. Among the goals articulated in the Village of Merton Comprehensive Plan is to continue quality intergovernmental cooperation with surrounding municipalities to promote cost-efficient sharing of public services and infrastructure and continue the use of mutually beneficial boundary agreements or shared service agreements, such as the shared service agreement contemplated by this Plan. (Village of Merton Comprehensive Plan, Chapter 1, page 12). Consistent with the requirements of the Sec. 66.0307(5)(c), Wis. Stats., the enactment and submittal of this Plan to the Department for review and approval is consistent with the Merton Comprehensive Plan.

Consistency with Comprehensive Plans. Currently, the Town of Williamstown maintains a Comprehensive Plan developed under Wis. Stat. § 66.1001 entitled “Town of Williamstown Smart Growth Comprehensive Plan: 2004 - 2023.” The Town has initiated the process of updating this plan. The Village of Kekoskee has not developed a comprehensive plan under Wis. Stat. § 66.1001. The parties agree that as soon as practicable upon completion of the Boundary Change, a new comprehensive plan consistent with Wis. Stat. § 66.1001 will be developed for the successor municipality. The parties intend that the new comprehensive plan will consist primarily of the current and modified version of the Town of Williamstown Smart Growth Comprehensive Plan: 2004-2023 with updates of graphs, tables, maps and other information as necessary. In drafting the new comprehensive plan, the area consisting of the former Village of Kekoskee will be included. The comprehensive plan will guide village leaders in achieving harmonious development within the new village borders.
