Promotional Criteria. Subject to the utilisation of the skills, as required by the Employer, an employee remains at this level until he/she has developed the skills to allow the employee to effectively perform the tasks required of this function and is assessed to be competent to perform effectively at a higher level or has successfully completed appropriate training to ASF level 2 and has the demonstrated skills to perform at a higher level. An employee must be prepared to undertake appropriate training. LEVEL 4 Points of Entry • Pastrycook Industry Employee Level 3; or • Proven and demonstrated skills to the level required of this level. Including as appropriate, Industry Certification.

Promotional Criteria. In addition to meeting the baseline criteria, a clinical faculty member at the rank of the Clinical Assistant Professor or above must demonstrate professional development in the areas of teaching, nursing scholarship, and service. The evidence in her/his basic file in each area, assessed holistically, must demonstrate growth in two respects: the domain of the work’s influence and the increasing leadership assumed by the individual. For promotion to the rank of Clinical Associate Professor, the candidate’s work must demonstrate ongoing growth in influence beyond a merely local domain and must show leadership as well as participation in interdisciplinary health or health-care related activities. For promotion to the rank of Clinical Professor, the candidate’s work must demonstrate sustained influence within the national and/or international domain and significant, sustained leadership within and impact on interdisciplinary health or health-care related activities beyond the local domain.

Promotional Criteria. In cases of promotion, other than appointment to positions outside the bargaining unit and for Engineers, the Chief in making recommendation to the Police and Fire Commission shall base the recommendation on the following factors: job knowledge, peer input, and seniority. These factors shall be given equal weight in recommending an employee for a promotion, unless the Chief determines that the factors should be weighted, in which case, all applicants shall be considered on the same standards and the weights to be given to each criteria shall be included in the job posting. In no event, shall the weight given to seniority be less than ten percent (10%). Peer Input shall be determined by peer appraisal of an applicant’s ability to perform in the promoted position and their ranking of the applicants based on that appraisal. The Chief shall make the recommendation for promotion from among the employees who receive the top three highest composite scores.
