of the Employer. The Employer recognizes the Union as the sole collective bargaining agency for all employees coming within the scope of this Agreement. The Employer agrees not to interfere with the rights of its employees designated within the scope of the Agreement, and there shall be no discrimination, interference, restraint and coercion by the Employer, or any of its representatives against any employee because of Union Membership, or against any union representative because of Union activity within the provisions of this Collective Agreement. The Employer agrees that during the life of this Agreement and during the period of negotiation of any revisions to this Agreement, or of a new agreement including the period of arbitration, there shall be no lockout. The Employer agrees that there shall be no discrimination against any person in the employing or continuing to employ because of race, creed, colour, ancestry, age, sex, marital status, political and religious affiliation, or place of residence. The Employer recognizes and accepts the provisions of this Agreement as binding upon itself and upon each of its authorized representatives and pledges that it and each of its duly authorized representatives will observe the provisions of this Agreement. The Employer agrees that any public reports or recommendationsto be made to the Committee dealing with matters covered by this Agreement will be provided to the Secretary of the Union at the Union Office, prior to the report or recommendation being dealt with by the Committee so as to afford the Union reasonable opportunity to consider them, and if necessary to make its views known to the Committee and City Council. The Employer also agrees to provide the Union with all reports and recommendationsto be dealt with by City Council at the same time as they are sent to the members of Council. Should the Union not make its views known prior to the Committee or Council dealing with the report or recommendation, this shall not be construed as concurrence by the Union with the report or recommendation. The Employer agrees to recognize the Union's Labour Representatives. ARTICLE RESPONSIBILITY OF THE UNION The Union agrees that it will not intimidate or coerce employees into membership in the Union.
