Legal Services Plan. The State agrees to contract for an employee-paid legal services plan. The plan will emphasize a choice of providers and access to legal services. The plan shall be offered on a voluntary, after-tax, payroll deduction basis, and any costs associated with administering the plan shall be paid by the participating employees through a service charge.

In addition the will establish a contingency fund of five dollars ($25,000) so that in the event the fund the twenty-five thousand dollars ($25,000)may be used to pay for legal services.
