Small Business Subcontracting. It is the Census Bureau’s goal to assist the Department of Commerce in meeting or exceeding the statutory goals for small businesses. With this said, the Census Bureau is interested in pursuing aggressive small business subcontracting under this contract. Contractors are encouraged to achieve small business subcontracting goals to the maximum extent possible. The plan shall be accordance with FAR Part 19, with specific attention paid to FAR 19.7 and FAR 52.219.9, alternate II. This includes, but is not limited to: • Estimating the value and percentage goals of the services to be subcontracted to small businesses , based off of total contract value. • Incorporating small businesses into the core team of companies. • Stipulating the plans for mentoring emerging and small businesses during their services.

Small Business Subcontracting. As a contractor providing services to the U.S. government, Northwest is required to include the provisions of the clause set forth in FAR 52.219-8 (48 CFR Part 52) in contracts with subcontractors. If applicable, VENDOR agrees that such clause is a part of this Agreement to the same extent as if set forth in full herein and that, in accordance therewith, VENDOR will adopt a plan that complies with the requirements of the plan required by the clause at FAR 52.219-9, “Small Business Subcontracting Plan” (48 CFR Part 52).

The Small Business Subcontracting Plan will be evaluated in terms of the Offeror’s proposed subcontracting goals (overall subcontracting goals and individual subcontracting goals by small business category) in comparison to the Contracting Officers assessment of the appropriate subcontracting goals for this procurement. The Offeror's Small Business Subcontracting Plan will also be evaluated in terms of meeting the requirements of FAR 19.704, Subcontracting Plan Requirements. The evaluation of the Small Business Subcontracting Plan will be on the basis of total contract value.
Small Business Subcontracting. (i) This solicitation contains FAR clause 52.219-9, “Small Business Subcontracting Plan, Alternate II (Nov 2016). The Plan described and required by the clause, including the associated subcontracting percentage goals and subcontracting dollars, shall be submitted with your proposal.

Small Business Subcontracting. The Texas A&M Transportation Institute will partner with one small business subcontractor in carrying out the requirements of this task order.
Small Business Subcontracting. The government will evaluate the offeror’ s past performance in complying with the requirements of FAR 52.219-8 and FAR 52.219-9. For those cases where the contractor may have had past performance problems likely to occur again, the government will assess whether the offeror successfully applied improvements to resolve those recurring problems. Problems not addressed by the offeror are considered to still exist. The Government will employ the Past Performance Acceptable/Unacceptable Rating Method described in the table below. In the case of an Offeror without a record of recent relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown or neutral past performance. In the context of acceptable/unacceptable, a neutral rating shall be considered “acceptable.” Performance Confidence Assessment Rating: Performance Confidence Assessment rating assignments reflect the Government’s confidence that the Offeror will successfully perform the solicitation’s requirements based on the Offeror’s recent and relevant past performance record. Adjectival Rating Description Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown.
Small Business Subcontracting. The Small Business Subcontracting Plan, DRD-TEST2-BP-02, will be evaluated in terms of reasonableness and soundness of the offeror’s independent assessment to achieve the proposed overall subcontracting goals, in comparison to the Contracting Officer’s assessment of the appropriate subcontracting goals for this procurement. The offeror's Small Business Subcontracting Plan will also be evaluated in terms of meeting the requirements of FAR 19.704, Subcontracting Plan Requirements. The evaluation of the Small Business Subcontracting Plan will be on the basis of total contract value. Additionally, the offeror’s rationale for proposing higher and/or lower goals than those determined appropriate by the Contracting Officer will also be evaluated. The information provided in the Small Business Subcontracting Tables, Attachment L-5, will be evaluated in addition to the supplied narrative. Small businesses are not required to submit a Small Business Subcontracting Plan. The Government will only evaluate the amount of work proposed to be performed by the small business prime and any small business at the first tier subcontract level. The proposed amount of work to be done by the prime small business and first tier small business subcontractors will be evaluated against the Contracting Officer’s assessment of the overall subcontracting goal for this procurement. Individual subcontracting goals by small business categories will not be evaluated for small business primes and their first tier subcontractors.
