LAY-OFF & RECALL PROCEDURE a) A production employee cannot exercise his seniority to displace a Journeyperson or Apprentice. Similarly, a Jour- or Apprentice cannot exercise his Trades seniority to displace an employee in the Production Group. In the event of a Lay-off from a Skilled Trade, the following procedure shall apply: First Probationary Journeypersons will be laid off from the affected Trades. Second Journeypersons will be laid off from the affected Trade in the inverse order of their date of entry seniority within such Trade. Apprentices will be laid off from the affected Trade in the inverse order of their date of entry seniority within such Trade. See Ar- ticle (Apprentice Programme Ratio) Recalls of Journeypersons, Apprentices or Probationary Journeypersonswithin a Trade shall be made in the reverse order of layoff within such Trade affected. A laid off seniority Journeyperson or Apprentice may, if he so elects, file an application with the Human ResourcesDe- partment for employment in the Production Group. Upon receipt of such application,the employee will be given pref- erence over a new hire, or failing that, shall displace a pro- bationary employee. Such employee will then have a date of entry seniority in the Production group with the under- standing that to protect his Trade seniority, he must return to his Trade when recalled. Failure to accept such recall means he shall forfeit his Trade seniority and will retain his date of entry seniority in the Production group. Article

LAY-OFF & RECALL PROCEDURE. In case of lay-off and recall from lay-off, an employee’s seniority within the groups outlined in Article shall govern subject, however, to the remaining employees being qualified to perform the available work. Grievances concerning lay-offs in excess of five days shall be initiated at Step No. 2 of the Grievance Procedure. A new employee will not be hired to a vacant position if there is a laid off employee who has retained seniority and is available and meets the minimum qualifications for that position. In order that the operations of the Union will not become when lay-offs are being made, members of the local Executive Board (four persons) shall be the last persons laid off during their term of office, so long as full-time work which they are qualified to perform is available.
