Contracting Officer’s. Representative (COR) The OCO for each task order may designate a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR) to perform specific administrative or technical functions. The specific rights and responsibilities of the COR or COTR for each task order shall be described in writing, which upon request, shall be provided to the Contractor. A COR/COTR has no actual, apparent, or implied authority to bind the Government.

Contracting Officer’s must promptly issue a final decision denying or sustaining the validity of each chal- lenged assertion unless the parties have agreed on the disposition of the assertion. When a final decision deny- ing the validity of an asserted restric- tion is made following a timely re- sponse to a challenge, the Government is obligated to continue to respect the asserted restrictions through final dis- position of any appeal unless the agen- cy head notifies the person asserting the restriction that urgent or compel- ling circumstances do not permit the Government to continue to respect the asserted restriction. See 252.227–7019(g) for restrictions applicable following a determination of urgent and compel- ling circumstances.
Contracting Officer’s. Contracting Officers (or designated Contract Specialists) are responsible for reviewing evaluation information submitted by the CORs into CPARS, forwarding evaluations to the contractor, and reviewing the evaluation for accuracy before it is finalized in CPARS. The requirement to complete past performance evaluations shall be identified in the COR delegation letter. The Contracting Officer or his designee is designated as the Assessing Official in CPARS. The Assessing Official (Contracting Officer) and Assessing Official Representative (COR) will receive a system generated email to initiate evaluations for contracts 90 days prior to the exercise of options (12-month period) or, for contracts without options, 90 days prior to the end of the period of performance. Coordination will be required outside of CPARS for reminders to initiate an evaluation in CPARS for option periods that are less than 12 months. Once the Assessing Official Representative/COR has completed the evaluation, the Assessing Official will review the evaluation and forward the evaluation to the contractor representative. Only the Assessing Official has the authority to forward assessments to the contractor representative for review and comment. Once the contractor evaluation phase is completed, and any comments resolved, the evaluation should be saved and finalized by the Assessing Official. A hardcopy shall be placed in the contract file. Note that the Assessing Official (Contracting Officer or Specialist) has the ability to initiate/start the assessment process in CPARS, but if they elect to do so, the Assessing Official Representative (COR) will only have “Read Onlyaccess to the assessment. Therefore, it is imperative that the Assessing Official Representative initiate the assessment and then forward it to the Assessing Official for review and comment.
Contracting Officer’s. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within specifically delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, the Contractor shall not proceed with the change and shall immediately notify the Contracting Officer.

Contracting Officer’s. All contract administration will be effected by the Procuring Contracting Officer (PCO) or designated Administrative Contracting Officer (ACO). Communication pertaining to the contract administration should be addressed to the Contracting Officer. Contract administration functions (see FAR 42.302 and DFARS 242.302) are assigned to the cognizant contract administration office. No changes, deviations, or waivers shall be effective without a modification of the contract executed by the Contracting Officer or his duly authorized representative authorizing such changes, deviations, or waivers.
