Further, you are required under civil rights and fair housing requirements to ensure that access to program information and benefit is not limited based on a protected class, such as race, color, national origin, religion, sex, family status, or disability. Understanding that certain populations may be more vulnerable and less resilient to the negative effects of extreme events must inform threshold and factor responses.
