Thus given the above, JICA’s assistance for this project is highly necessary and relevant.

Necessity of the Project. The Project will construct a commuter line interval, running from Malolos, the capital city of Bulacan Province which is north of Metro Manila, to Tutuban in the City of Manila, thereby enhancing the connectivity of the transportation network and alleviating the serious traffic congestion in Metro Manila, with the objectives of expanding the economic sphere of Metro Manila and reducing air pollution. The Project is consistent with the development policy of the Philippines, the assistance policy of Japan and JICA, etc., as it will address issues on the improvement of investment climate in the country. Special Terms for Economic Partnership (STEP) will be applied to this Project. Therefore, it is highly necessary and relevant for JICA to support this Project.
Necessity of the Project. 3.Project Description The Loan aims to assist Ukraine in its efforts to rebuild its financial health and undertake various reforms by providing support for the implementation of the country’s economic reform policies. The Loan is to be carried out under the framework of international assistance provided to the Government of Ukraine with the aim of realizing economic and national stabilization over the medium to long term and in line with Japan’s Country Assistance Policy for Ukraine. Necessity of the Project. The Government of Bangladesh has identified the diversification of manufacturing industries and the strengthening of export-oriented industries as important issues. While Bangladesh is promoting the private sector-led development of domestic industries by using foreign direct investment, a key to industrial development of the country is to provide short-, medium- and long-term finance in local currencies for Japanese and other foreign companies as well as develop infrastructure required by these firms. This Project aims to improve the investment environment in Bangladesh by improving access to financing opportunities and promoting PPP projects to develop infrastructure including industrial parks. Thus, this Project is consistent with the priority assistance policy of the Government of Japan and JICA. Therefore, it is highly necessary and relevant to implement this Project.
Necessity of the Project. Since this project aims to alleviate traffic congestion in major cities by establishing transportation networks, on which the Brazilian Government and the Government of Estado do Pará have focused, this project is consistent with Brazil’s development policy. In addition, since this project supports Brazil’s climate change measures, it is consistent with Japan and JICA’s support policy. Therefore, it is highly necessary and appropriate for JICA to support the implementation of this project.
Necessity of the Project. Though Bihar is one of the most impoverished states of India and 53.5 percent of the State's population lives below the poverty line (2010), which is far higher than the national average of 29.8%, it has achieved a remarkable economic growth in recent years., In FY2011, Bihar’s GSDP(Gross State Domestic Product) marked 13.1%, which ranked first among all states in India for 2 years in row. With an increasing population and economic development, the number of vehicles in Bihar increased from 1,020,000 in FY2002 to 2,670,000 in FY2011. However, the road length per million people was only 125.85 kilometers, which is much less than the average of 387.57 for the entire India. It is therefore necessary to immediately establish road networks to cope with the sharply increased demand for road transport. The section covered by this Project connects the two main national xxxxxxxx0 running across Bihar parallel to one another.3 The implementation of this Project will be expected to greatly improve the efficiency of passenger and freight transportation. Since the number of vehicles in Bihar is estimated to increase in the future, it is essential to improve the transportation by improving the main highways and constructing bypasses to overcome traffic congestion and to support the establishment of an investment environment through the development of the road infrastructure. As this Project is consistent with India’s policies and Japan’s and JICA’s aid policies, it is essential and appropriate for JICA to provide support.

Necessity of the Project. As an island country, Sri Lanka desperately needs a better international airport to ensure smooth passenger traffic and international trade. The Project is in line with the development plan of the Government of Sri Lanka as well as the cooperation policies of the Government of Japan and JICA. As a part of the Special Terms for Economic Partnership (STEP) of Japanese ODA Loans, the project incorporates advanced Japanese technologies and knowledge, such as the Eco Airport Concept. The Project is in line with the "infrastructure export strategy" of the Japanese government, and JICA's support for the Project is thus highly necessary.
Necessity of the Project. Regarding the development of water supply and sanitation infrastructure for the Amazonian region, although earlier initiatives such as PRONASAR have been implemented, connection rates remain low. Also, prompt improvement of the living conditions and sanitary environment for residents of the Amazonian region is consistent not only with the development issues of Peru but also with Japan and JICA’s assistance policy. Therefore the necessity of JICA’s support for this project is high.
Necessity of the Project. As noted above, this project contributes to stable gas supply and promotes the efficient use of gas in Bangladesh, a country that suffers from natural gas shortages stemming from rapid economic growth. The project also contributes to a reduction in electricity shortfalls by supplying gas and improving efficiency in gas usage. Therefore, the aim of the project satisfies the issues and development policies of Bangladesh government as well as the assitance policies of the Government of Japan and JICA. Consequently, the necessity and relevancy to implement of this project are high.
