Improvement List. Following the adoption by State Parks of an amendment to the 1988 CPSRA General Plan (“GP Amendment”), State Parks and the Agency shall promptly meet and confer for the purpose of establishing a prioritized list of park improvements to be constructed in satisfaction of the Park Improvement Commitment under this Agreement (“Improvement List”). The improvements identified on the Improvement List shall be consistent with the CPSRA General Plan, as amended. In establishing priorities for improvement construction, the Parties shall take into account the need to coordinate the construction of park improvements and infrastructure with the redevelopment of adjacent property. To this end, the Improvement List shall identify, for each Improvement Zone depicted in Exhibit T (“Illustrative Plat of Improvement Zones”), the basic improvements needed to (A) render the area within the Improvement Zone useable by and accessible to the public, (B) remove safety hazards from the Improvement Zone, (C) ensure coordination and integration of park improvement construction with the construction of utilities and other infrastructure within the Improvement Zone and (D) eliminate visual blight within and beautify the Improvement Zone (collectively, the “Core Improvements”). The Agency and State Parks shall use their best efforts to reach mutual agreement on the Improvement List and to complete the Improvement List promptly following adoption of the GP Amendment; provided, however, that the contents of the final Improvement List shall be determined by State Parks, in its reasonable discretion, consistent with the terms of this Section. If the Agency or State Parks desires to amend the Improvement List, the Party desiring the amendment shall notify the other Party in writing. Thereafter, the Agency and State Parks shall use their best efforts to reach mutual agreement on the proposed amendment; provided, however, that any final decision to amend the Improvement List shall be made by State Parks in its reasonable discretion and shall be consistent with the terms of this Section 6.2(a).

Improvement List. The Improvement List developed by ESCO and approved by TFC, incorporated herein for all purposes as “Exhibit P.”
Improvement List. The Cambridge Systematics team will prepare a list of improvements represented in the current forecast networks. This list will be used to help prepare an updated list of committed, planned, and proposed roadway improvements to be included in the new interim and plan horizon years. This list will be cross‐checked against the current Transportation Improvement Program (TIP) and reviewed with WAMPO staff to ensure that it accurately reflects all potential capacity improvements. The Cambridge Systematics team will then update the roadway network to represent each improvement that is appropriate for inclusion in the travel model (i.e., capacity improvements). These improve‐ ments will be coded as network alternatives using the master network TransCAD geographic file. This will allow the model to be run with future roadway alternatives activated individually or in combination. Sets of alternatives can then be combined to make up network scenarios, such as an existing plus committed roadway network, a fiscally constrained forecast network, and a vision plan network. Count Data Review and Update The Cambridge Systematics team will coordinate with WAMPO staff to obtain traffic count data from all counties and cities in the WAMPO area. This information will be placed on the roadway network, along with original source information, the month and year the count was collected, and a unique identifier. This identifier can be linked back to original count source files, allowing for investigation of problem counts identified during the model validation process. If available, count data will be included for 24 hours and for the AM and PM peak hours.
