Bilingual Incentive. Employees who are bilingual in Spanish and English and whose skills are actively utilized by the Department shall be compensated with an annual stipend payable on December 1 of each year in which they are qualified in the amount of One Hundred Dollars ($100.00). Employees must pass a translation test conducted by a certified court interpreter (or other evaluation method approved by the county) to qualify for the Bilingual Incentive.

Bilingual Incentive. Employees demonstrating proficiency in reading, writing and speaking Spanish as a second language, shall be compensated at an additional one hundred twenty-five dollars ($125.00) per month, upon successful completion of a proficiency exam by the Sheriff.

The parties agree to explore testing or certification for Latin American indigenous languages and will negotiate a specific pay incentive for such bilingual skills once a testing or certification tool has been identified and agreed to by both parties. The City Administrator shall determine the number of bilingual positions and tier levels needed for each department.
Bilingual Incentive. An employee shall be eligible to receive a $50/month Spanish language premium if they provide the City with proof on an annual basis that they meet standards acceptable to the City. Employees fluent in Spanish, as determined by an objective standard acceptable to the City and demonstrated annually, shall receive a premium of 2.5% instead of the $50/month Spanish language premium. The City may determine that other languages qualify for the foregoing bilingual incentives based on a demonstrated need.

Employees must pass an American Council on the Teaching of Foreign Languages (ACTFL) speaking test at the Intermediate – High Level in order to qualify for the Bilingual Incentive. If a majority of the employees who actively utilize Spanish are unable to certify at the Intermediate – High Level, the County will consider reducing the certification level to a lower level.

Bilingual Incentive. The City recognizes the benefits of having members who are bilingual to serve as interpreters when necessary. Employees certified by the Department to provide translator services shall be paid a stipend of $75 per pay period ($150 per month). The Employer reserves the right to establish the number of employees eligible for certification. The City and the Guild agree to meet and confer regarding the eligible languages, selection, certification criteria, and testing costs for the bilingual incentive. A certified Employee reserves the right to opt out of providing translator services by giving a two-week written notice to the Employer, which would result in the discontinuation of the stipend.

Successfully passing the CPS "Spanish Bilingual Proficiency Test, Social Services" with a proficiency rating of no less than six. $250 per month The City Administrator shall determine the number of bilingual positions and tier levels needed for each department. New rates are effective April 1, 2005. Employees currently receiving higher amounts (Attachment B of 2003-04 MOU) shall be automatically re-assigned to the $250 bilingual pay bracket April 1, 2005 and will not be required to re-test.
