Emotional Support Animals. An Emotional Support Animal must be contained within the privately assigned individual living accommodation (e.g., bedroom) except to the extent the individual is taking the animal out for natural relief. When an Emotional Support Animal is outside the assigned individual living accommodations, it must be in an animal carrier or controlled by a leash or harness. Emotional Support Animals are not allowed in any University facilities other than privately assigned individual living accommodation (e.g., bedroom). In the owner's presence and after completing the ESA Roommate/Suitemate agreement, an Emotional Support Animal can be in their assigned common living space. Still, the animal must be in an animal carrier or controlled by a leash or harness.

Emotional Support Animals. The ESA must be under the control of its Student Partner or Handler at all times within the student’s assigned University Residence Hall/Apartment. It is expected that the ESA will be controlled by a leash or harness at all times while in the Student Partner’s assigned University Residence Hall/Apartment. The ESA may be off-leash/harness within the confines of the Student Partner's bedroom, but must remain under the control of the Student Partner or Handler and must be leashed/harnessed outside of the bedroom, or if a roommate(s)/apartmentmate(s)/suitemate(s) requests leashing/harnessing. When the ESA is unattended, it must remain crated in the Student Partner's bedroom. The ESA is not permitted on or in a University facility other than the Student Partner’s assigned University Residence Hall/Apartment.
Emotional Support Animals. Emotional support animals are not service animals. An emotional support animal is one that alleviates one or more identified symptoms or effects of a person’s disability by providing physical assistance, emotional support, calming, stability or another kind of assistance. Emotional support animals do not perform work or tasks that would qualify them as “service animals” under the ADA. Requests for emotional support animals in any Residence Hall Housing must be approved by the Regis Student Disability Services office and Residence Life. You are encouraged to apply for approval of an emotional support animal as early as possible. After approval is given, You must give notification to the Regis Student Disability Services office and Residence Life of an intention to keep the emotional support animal for each subsequent academic year (as appropriate) You reside in the Boryla Apartments or any other Residence Hall Housing. All provisions in the Student Handbook relating to emotional support animals shall apply to any emotional support animal of a Resident, including, without limitation, the authority of Regis to place restrictions on, or prohibit an emotional support animal in certain circumstances.

The question in determining if an Emotional Support Animal will be allowed in University housing is whether or not the ESA is necessary because of the individual’s disability to afford the individual an equal opportunity to use and enjoy the University housing and its presence in University housing is reasonable. However, even if the individual with a disability establishes necessity for an ESA and it is allowed in University housing, an Emotional Support Animal is not permitted in other areas of the University (e.g. dining facilities, libraries, academic buildings, athletic building and facilities, classrooms, labs, individual centers, etc.).
Emotional Support Animals. Students who seek approval to have emotional support animals on campus must have approval through the Student Accessibilities Services Office (SAS) before bringing the animal to campus. Student must contact the SAS at 000- 000-0000 for additional guidance. Students who bring an animal without approval are subject to a $1000 penalty fee and a referral to the Office of Conduct and Community Standards. Students with multiple violations will have their housing contract revoked. DISTRIBUTION OF INFORMATION Residents are responsible for compliance to all notices distributed individually or in mass beneath room doors, posted in public areas, made available via computer, aired over TV/Radio Stations and in other areas of public access. New policies may be articulated in this manner, which do not require the student’s signature as a means to expect compliance. All students must check their University issued email daily so they can remain updated on campus news and policies. The student agrees to keep the Office of the Registrar and the Office of Residence Life (ORL) informed of his/ her current forwarding address. CONTRACTING Acceptance of this offer for University housing is by completing and electronically signing the Residential Community Contract on Hawkville and paying the room reservation fee via credit card. The room reservation fee represents a down payment, which will reserve a space in the residence hall and will be applied against the room fee. The deposit is non-refundable. Students who cancel their housing contract after July 1 will be subject to a $500 breach of contract fee. By signing the Contract, the student (and his/her parents where applicable) agrees to accept and abide by all of the terms and conditions of the Contract. New students are provided with housing information through the UMES Office of Admissions upon acceptance. New students must first activate their UMES account in order to gain access to the online reservation system (Hawkville) where they can complete a housing contract and pay the required room reservation fee. The housing deposit is non-refundable. If a returning student did not reside in the residence hall during the fall semester, he/she is required to pay a room reservation fee in the spring and sign a contract.
