Approach/Methods. This document summarizes our literature review and synthesis of scientific and technical information on riparian areas and presents recommendations to help protect marine riparian functions from common human activities. The following seven riparian functions are the focus of this document: • Water quality • Fine sediment control • Shade/microclimate • Large woody debris (LWD) • Detritus and nutrients • Fish and wildlife habitat • Hydrology and slope stability We addressed the following questions regarding the seven riparian functions listed above: • What are the mechanisms or processes by which riparian areas perform each of the seven functions? • How do human activities (i.e., agriculture, forestry, and development) affect riparian area function? • What management approaches are most likely to protect each function? • What data gaps and uncertainties exist relative to each function? We paid particular attention to buffer-effectiveness research; that is, research focused specifically on the performance of buffers of varying widths at protecting riparian function for both freshwater and marine settings within and outside the Puget Sound region. We examined seven riparian buffer review documents to help determine the buffer widths that have been recommended to protect the seven riparian functions. These seven documents were selected because we identified them as being among the most thorough, frequently cited, and scientifically sound sources available (Appendix B). They were also selected because of their relevance to Washington State (Xxxxxxxx et al. 1992; XXXXX 1993; Xxxxxxx and Xxxx 1997), the Puget Sound lowlands (Xxxxxxxx et al. 1992; May 2000), and coastal systems (Xxxxxxxxx et al. 1994, 1995). Because some of the review documents did not consider wildlife, we added some pre 2000 references dealing with buffer recommendation for protection of wildlife that we encountered during the literature review. We reviewed books, journals, online gray literature from government sites (USGS, US EPA, USDA, Washington State Departments of Ecology, Natural Resources, and Fish and Wildlife); online databases [Web of Science, CAB Abstracts, ProQuest, ScienceDirect, Agricola], and bibliographies [most notably one written by Xxxxx Xxxxxxx for the Smithsonian Institution, Xxxxxxx 1999].   • Construction Methods No four course of brick-work, with three joints, shall exceed in height, when built, one inch more than the same bricks piles upon one another without mortar. The bricks are to be well soaked in water before use on works, in proper through so as to be thoroughly wet when layed. For ensuring thorough soaking of the bricks every one or two bricklayers or more as necessary, shall be provided with tubs for use The wall of structures shall be carried up regularly in all cases 1` when the nature of the work will admit of it not leaving any part 915mm (3 feet) lower than another. At all angles forming the junction of any two walls, the bricks shall, at each alternate course be carried into each of the respective walls, so as to thoroughly unite the work. The brick work for the retaining wall shall proceed side by side with the depositing and compacting of earth between the retaining walls. At no time shall the brick-work be constructed more than 405mm (1'-4") above Y the compacted earth. In the retaining wall weep-holes shall be provided at suitable intervals as instructed during execution, with the inner surface of the weep-holed plastered 20mm (3/4") thick in cement mortar 1:4 crouched rock of grades in different layer shall be provided at the inner end of the weep-holes to prevent the choking of the weep-holes to have full drainage. No extra payment will be made for this and no deductions will be made for this in the brick-work.

Appropriate measures of financial integrity which are regularly monitored, include debt/equity ratios, financial leverage, asset turnover, profit margin, return on equity, and interest coverage. As a result of this bargain hunting approach, it is anticipated that purchases will be made when economic and issue-specific conditions are less than ideal and sentiment is uncertain or negative. Conversely, it is expected that gains will be realized when issue-specific factors are positive and sentiment is buoyant. The investment time horizon is one business cycle (approximately 3-5 years). As regards bonds, the approach is similar. No attempt is made to forecast the economy or interest rates. The manager will attempt to purchase attractively priced bonds offering yields better than Treasury bonds with maturities of 10 years or less that are of sound quality i.e. whose obligations are expected to be fully met as they come due. We do not regard rating services as being an unimpeachable source for assessing credit quality any more than we would regard a broker's recommendation on a stock as being necessarily correct. In any form of investment research and evaluation, there is no substitute for the reasoned judgement of the investment committee and its managers.
