Cluster Study means a process for studying a group of TSRs in the aggregate. Cluster Study in context means either the process set forth in these Cluster Study Guidelines or the specific study of the Active Cluster Study Projects.

Contract Demand shall mean the quantity of Charging Capacity of a Generating Facility that includes storage as set forth in the Service Agreement for Wholesale Distribution Service. Control Area shall mean an electrical system or systems bounded by interconnection metering and telemetry, capable of controlling generation to maintain its interchange schedule with other Control Areas and contributing to frequency regulation of the interconnection. A Control Area must be certified by the Applicable Reliability Council. Customer-Financed Monthly Rate for Non-ISO-Controlled Facilities shall have the meaning assigned to it in Attachment J of the Tariff. Cluster Study means the study conducted, as applicable, by the ISO, Connecting Transmission Owner, Affected Transmission Owner, Affected System Operator or a third party consultant for the Interconnection Customer to determine a list of facilities (including Connecting Transmission Owner’s Attachment Facilities, Distribution Upgrades, System Upgrade Facilities and System Deliverability Upgrades), the cost of those facilities, and the time required to interconnect the Generating Facility or Cluster Study Transmission Project with the New York State Transmission System or with the Distribution System. The Cluster Study includes the Phase 1 Study and the Phase 2 Study.
