Alternative Technical Concept definition

Alternative Technical Concept means a concept that deviates from requirements set forth in the Request for Proposals and that has been included in the Proposal with the Department’s prior written approval in accordance with the Instructions to Proposers, based on a determination by the Department that the proposed end product based on the deviation is equal to or better than the end product absent the deviation and approval of any deviations from the Project Environmental Approvals.
